The European Union called on Russia to repeal the law on expanding the access of goods from the regions of Donbass controlled by the pro-Russian separatists to the Russian market. This “law is aimed at further separating the temporarily non-government-controlled areas of Donetsk and Luhansk regions from Ukraine, which contradicts the goals of the Minsk agreements,” the EU foreign policy official said in a statement released on Wednesday, November 24.

Brussels indicated that such unilateral measures by Moscow “undermine the sovereignty and territorial integrity of Ukraine, including in the area of ​​customs control.” They are able to “increase tensions and consolidate the status quo, making it difficult for the future process of reintegration,” the document says. The adopted law leads “only to an exacerbation of the conflict in the east of Ukraine,” they are confident in the EU’s foreign policy.

Open access to public procurement

On November 15, Russian President Vladimir Putin signed a decree on the provision of “humanitarian support to the population of certain areas of the Donetsk and Lugansk regions of Ukraine.” The Russian government has been instructed to take a number of measures within one month to soften the conditions for admitting goods from the so-called Donetsk and Lugansk “people’s republics” to the Russian markets. We are talking, among other things, about the participation of such goods in state purchases on a par with Russian ones. In addition, within a month, the recognition in the Russian Federation of valid certificates of the origin of goods issued in the “DPR” and “LPR” should be ensured, as well as quantitative restrictions on the export and import of goods, the movement of which is carried out across the state border of the Russian Federation on territories not controlled by the Ukrainian government, or from these territories.
