Former senator and former governor of the Lipetsk region Oleg Korolev was unable to return the driver’s license on appeal, which was deprived of him by the court after the May accident. Then he knocked down several road signs on the Lexus LX 570 billionaire and owner of the Novolipetsk Metallurgical Plant (NLMK) Vladimir Lisin. The businessman was recognized as a victim in the administrative cases of the former official. According to Kommersant’s information, Oleg Korolev used the car for money and by now has compensated Vladimir Lisin for the damage and returned the damaged Lexus.

Lipetsk Levoberezhny District Court upheld the decision of the magistrate of judicial district No. 13 of the Pravoberezhny judicial district to attract Oleg Korolev for leaving the accident site (part 2 of article 12.27 of the Code of Administrative Offenses of the Russian Federation). The former senator and governor was denied the return of his driver’s license.

The decision of the appellate instance, which is at the disposal of Kommersant, reveals new details of the accident that occurred on May 13 this year. Recall that at that time Senator Oleg Korolyov violated traffic rules on the streets of Lipetsk several times, driving a black Lexus LX 570 with a license plate “m001mm” behind the median strip, hitting the curb and knocking down several signs, and also collided with another car. He did not stay at the scene of the collisions and refused a medical examination for alcohol intoxication, which led to several fines and deprivation of his driver’s license. After the appearance of information about an accident with his participation, Oleg Korolev assured “Kommersant” that he felt bad at the wheel and he did not refuse a medical examination. At the end of June, he left the Federation Council “for health reasons.”

As follows from the text of the decision, in the case of Mr. Korolev on leaving the accident site, in addition to the Lipetsk Chief Superintendent, who is responsible for road maintenance, there is another victim – the owner of NLMK and the richest man in Russia, Vladimir Lisin. According to his testimony, the entrepreneur gave the Lexus LX 570 car for temporary use to Oleg Korolev in November 2018, when he became a senator after more than 20 years of leadership of the Lipetsk region administration. The fact that the former governor used the car is also confirmed by the CTP policy, according to which Oleg Korolev was allowed to drive Lexus for the period from October 14 last year to October 14 this year.

In the declarations of the ex-senator during the period of his work in the Federation Council, there is no information that he uses Lexus.

Mr. Korolev and his wife reported on the ownership of Toyota Land Cruiser 7 and Toyota RAV4.

The injured Lexus was not returned to the entrepreneur until the end of July, it follows from the decision. The photos and videos published on the network show that after hitting curbs and colliding with signs, Lexus had punctured wheels, frayed sides and a broken rear-view mirror.

Vladimir Lisin’s lawyer, Roman Nikitin, did not comment on the case for Kommersant, referring to attorney-client privilege. A Kommersant source familiar with the case file says that by now the former senator has paid for Vladimir Lisin’s use of the car, compensated for the damage and returned the vehicle.

The representative of Oleg Korolev, Vladimir Neznaenko, explained to Kommersant that there is not a single document in the case file that would reflect any damage to the Lexus car.

“For example, the prosecution claimed that road signs were damaged. But there was no inspection of the car. Nothing prevented the traffic police from inspecting the car and establishing whether it was damaged, typical for similar collisions. The court ignored these arguments, ”Vladimir Neznaenko said. According to him, the owner of the car made no claims against his client. Oleg Korolev did not speak to Kommersant, referring to being busy.
