Kuwait City: Controversy over expatriate driver’s license intensifies in Kuwait. The move comes amid allegations that millions of expatriates are illegally holding driving licenses. Kuwaiti authorities have suspended the issuance of driving licenses to foreigners.

Home Ministry to suspend proceedings

Lt. Gen. Faisal al-Nawaf, undersecretary of the Interior Ministry, has ordered that the process of issuing new licenses to expatriates be suspended until further notice. In addition to the Ministry of Home Affairs, the General Department of Information Systems authorities have also been instructed in this regard. This will further suspend the follow-up process on applications from expatriates for current driving licenses. Expatriates will not receive a new license until a decision is made on the matter.

Two and a half lakh licenses will be canceled

The traffic department had earlier decided to strengthen the inspection process to find out the driving licenses currently held by expatriates illegally. As part of this, the verification process of the licenses currently issued to expatriates is in progress. As part of this, further action on new license applications has been suspended. Earlier in the day, it was reported that the Home Ministry was preparing to revoke the driving licenses of 2.5 lakh foreigners. The decision was taken in the wake of the finding that these were illegally held by expatriates. Following this, the authorities have ordered to stop the action on the new applications.

Licenses for seven lakh expatriates

Al Jazeera quoted senior Interior Ministry officials as saying that Kuwait had issued driving licenses to more than seven lakh foreigners in the country. This is the number of licenses registered in the Information System of the General Administration of Expatriates. Of these, an estimated 2.5 million do not meet the required eligibility criteria for licenses. Based on this, the licensing process has been suspended as part of a scrutiny, officials said. The inspection is expected to begin this month, senior officials were quoted as saying by the media.

License only for those who qualify

Authorities are now considering steps to check all licenses as part of the process of detecting and revoking illegally used licenses. After this only the licenses of those who are eligible will be retained. The inspection process will be completed by March 31, 2022. The main criteria for obtaining a driver’s license for a foreigner are a minimum wage of 600 dinars, a university degree, and permanent residence in Kuwait for at least two years. Those working in driver and PRO posts are exempted from these conditions. However, the condition is that if they leave these posts, the license obtained earlier will have to be returned. Thus, those who are not eligible for the license due to various reasons, those who have returned from exile and those who have expired their iqama due to deportation will lose their driving license.

Protest against license revocation

Kuwait has demanded that the Interior Ministry reverse its decision to revoke the driving licenses of 2.5 million expatriates. Al Jazeera reports that while the ministry supports action against illegal holders of licenses and those who act as intermediaries to obtain licenses, the revocation of legally acquired licenses is unjustifiable. The lives of many expatriates depend on their driving licenses. When it is withdrawn, their way of life will be blocked. The paper also reminds us that everyone has a responsibility to raise their voices on behalf of expatriates, both those who are incapable of defending themselves and those who do not have the courage to do so.
