In 74 regions, the number of those laid off exceeded the number of those hired. Most of all, this imbalance is in the Ivanovo region – there are 44.4% more layoffs than jobs. An unfavorable proportion is also in the Ulyanovsk region, Chuvashia, Novgorod and Kirov regions. In two more regions – Moscow and Chechnya – the rates of dismissal and hiring were equal, and in nine regions, the number of people hired was higher.

The study says that the least number of both layoffs and cases of hiring was recorded mainly in regions with low incomes of the population, high unemployment and a difficult situation on the labor market. “It is obvious that even if they wanted to change jobs, residents of a number of regions faced the lack of a suitable alternative,” conclude in FinExpertiza. “On the contrary, high rates in both parameters were often characteristic of prosperous regions.”

Earlier, RBC wrote that last summer the unemployment rate in Russia reached its maximum in eight years. In August 2020, this figure was 6.4%, but in 2021 it began to decrease and in August 2021 it was 4.4%.

Where employees are leaving

Among the reasons for layoffs, voluntary withdrawal is in the lead. On this basis, in the second quarter of 2021, 77.2% of all retired workers, or 2.06 million people, left their jobs. For other reasons, 14.6%, or 388.3 thousand people, terminated labor relations, the study says. These include dismissals “under the clause”, dismissals due to the expiration of the employment contract, in connection with military service, retirement due to death, and so on, explained in FinExpertiza.

In third place in the ranking of reasons for leaving workers – dismissal by agreement of the parties. So 6.7% of those who quit, or 177.4 thousand people left their jobs. In connection with the reduction of staff, 1.6% lost their jobs, or 42.8 thousand people.

The biggest difference between the number of those dismissed and those hired is observed in the field of education – 123 thousand more employees left there than were hired. This is followed by the electricity and gas supply industry (the preponderance of layoffs by 56.3 thousand), manufacturing (by 50.5 thousand people), and public administration (by 30.8 thousand people).

On the contrary, they hired employees more often than parted with them, in four sectors – agriculture (there are 20.7 thousand more jobs than layoffs), where employment increases as seasonal work begins, in the hotel and catering sectors recovering from the pandemic failure ( hired 10.3 thousand more people), in the growing production of minerals against the background of the raw materials rally (8.7 thousand more) and in construction (2 thousand more people), which is especially acutely experiencing a labor shortage.

Possible causes of layoffs and hiring records

Among the reasons for the record number of layoffs in the second quarter is the growth of shadow employment and gray wages of Russians, Sergei Peskov, chairman of the Trud social movement, told RBC. “Business in a pandemic and dwindling profits is forced to optimize costs by transferring payments to employees in envelopes, without official employment,” he said. The situation was also affected by the declining income of regional enterprises, which cannot increase production volumes due to a decrease in purchasing activity. Because of this, the heads of production are forced to cut costs and release staff, the expert said.

Also, some enterprises began to transfer employees to self-employed with simultaneous layoffs in order to optimize taxes, Peskov noted. Another category of layoffs is workers who quit their jobs because they disagree with the mandatory vaccination policy. “A layer of those employed in the healthcare sector has also formed, who are mentally ready to be laid off and change the sphere of employment due to the growth of tasks and increased workload during a pandemic,” the expert added.

Nevertheless, Russians are now adapting to the new reality, and their desire to change jobs is growing again, and in addition, at the beginning of the year, annual bonuses are paid in some industries, after which employees often think about changing jobs. “Taking into account the time required to find a job, its change may fall just in the second quarter,” concluded Tsypkin.
