FAS ordered the Big Four to cancel fees for mobile Internet distribution

The Federal Antimonopoly Service demanded that the largest mobile operators in Russia cancel fees for distributing the Internet from mobile devices. If companies do not comply with this requirement, the FAS may initiate cases of violation of antimonopoly legislation, should from a message on the department’s website.

“The department has established that the actions of mobile operators contain signs of violation of antimonopoly legislation. FAS Russia issued to companies MTS«Megaphone», «Beeline“and Tele2 warnings to stop such actions,” the antimonopoly service clarified.

FAS added that subscribers of mobile operators filed a large number of complaints about the imposition of paid traffic distribution in contracts. The Big Four were given a month to correct the violation. If companies do not cancel the fee for distributing the Internet, then the department will “have the right to initiate cases of violation of antimonopoly legislation.”

The service’s website added that operators were required in August to justify the reasons for introducing fees for distributing traffic from mobile devices, including from an economic and technological point of view. The companies did not provide the FAS with sufficient information, the agency noted.

FAS announced complaints from Beeline subscribers, MTS, Tele2 and Megafon to introduce fees for distributing Internet from phones on August 25. “Beeline“made this function paid in 2019, MTS – in the spring of 2023.
