The government intends to expand the circle of recipients of preferential money
Matriarchy in matters of money from the state may come to an end. The Cabinet of Ministers is ready to amend the law “On additional measures of state support for families with children.” The developer of the changes is the Ministry of Labor.
As noted in the department of Anton Kotyakov, now women most often receive state support measures. Officials associate this with the social risks of motherhood – pregnancy and childbirth, raising children in an incomplete family, and possible difficulties in finding a job for a young mother.
With men, who, by the will of fate, are forced to raise children alone, everything is much more complicated. According to the current law, representatives of the stronger sex who have adopted babies can receive a womb capital. If the children are native – for example, those born of a surrogate mother – problems arise. Moreover, a complaint from one of these single fathers recently reached the Constitutional Court. The man demands that the current rules of the capital be recognized as inconsistent with the Constitution.
However, the officials seem to have decided to get ahead of the Constitutional Court judges and make amendments on their own.
“A man’s right to government support measures is not derived from a woman’s right only when he is the only adoptive parent of the first, second child or subsequent children,” the Ministry of Labor specifies the current rules.
The new law envisages extending additional measures of state support to men raising their second, third child or subsequent children born after January 1, 2007, as well as the first child born after January 1, 2020.
According to the project, the condition for the payment of maternity capital will be the death of a woman, or the deprivation of her parental rights. At the same time, the procedure will work even if the biological mother is not a citizen of Russia.
Another important innovation concerns the cases when a single father dies. In such a situation, his children will inherit the right to mother capital in equal shares.
