The administrative process was opened by the National Consumer Secretariat, which noted that only Telegram did not respond to the government’s requests. The Ministry of Justice also announced the creation of a secretariat dedicated to issues related to digital rights.

The body will be led by Estela Aranha, who is now in charge of regulating social networks. Her priority will be to suggest updates to laws that allow, for example, evidence produced on social networks to be considered by Justice.
