The Central Government is reportedly trying to introduce a successor to the Aadhar Card. According to the Indian Express, the Ministry of Electronics is trying to introduce an innovative model of ‘Federated Digital Identities’ technology to integrate multiple digital identification documents such as driving licenses, passport numbers and PANs. This new digital ID will have a unique ID similar to that of the Aadhaar card. The report says that this digital identity, which brings different identities under one umbrella, ’empowers’ citizens and gives them the opportunity to choose which identity to use and for what purpose.

The Federal Digital Identity Center will serve as a hub for the collection of identification information between the Center and the States. This digital ID can be used for KYC (Know Your Customer) or eKYC (eKYC) processes. The report states that the proposed project will be under India Enterprise Architecture (INDA) 2.0, introduced in 2017 to enable public-private partnerships to facilitate online identification processes.

Who works at the Federal Digital Identity?

To take this project forward, the Government has proposed a revised framework in which the Center or the Ministries dealing with concurrent and state issues will undertake extensive activities. In addition, the State and Central Governments will work together on the ‘InDEA Lite Architecture Pattern’ while the State Governments will oversee the State Architecture Pattern.

The purpose of the federal digital identity

The report points out that the project aims to develop a new interconnected digital architecture. At the same time, critics of the project may raise issues related to digital security. Also, having all the critical documents under a single ID can be even more risky. However, the proposed project is in its infancy. It is reported that the proposal will be made available to the public soon and the ministry will seek comments on the matter by February 27.
