Speaking on this occasion, Mr. Zniber focused on the general framework governing this movement which involved a total of 28 authorities at the level of the Fez prefecture, including heads of circles, pashas and bosses.
He specified that this movement is part of the new concept of authority advocated by HM King Mohammed VI, adding that this concept is based on the consolidation of the rule of law, the protection of public facilities and preservation of citizen security, as well as promoting an effective partnership with all local stakeholders and monitoring the implementation of social programs.
These foundations constitute open projects requiring rigorous support, in particular from those responsible for the territorial administration who are called upon to demonstrate integrity, openness and a sense of listening as well as a constant presence on the land, insisted the wali.
He also emphasized the new royal vision for the modernization of Morocco and which is mainly based on a strategic and profound approach relating to a new development model aimed at satisfying the needs of citizens and allowing the emergence of a new generation of sectoral programs based on complementarity while providing the territorial administration with high-level skills.
Mr. Zniber recalled the role that authority agents are called upon to play in the context of the major projects that the Kingdom is experiencing and the concerns of citizens, particularly in the areas of town planning, the upgrading of basic infrastructure and the revitalization of economic and cultural activity in addition to alleviating the effects of drought.
The territorial manager stressed that to cope with the urban expansion experienced by the city of Fez, around fifteen administrative units were created.
The installation ceremony of these new agents of authority took place in the presence of heads of external services, members of the judiciary, parliamentarians and elected officials as well as representatives of trade union and professional organizations and the civil society.
This transfer movement concerned 592 authority agents, or 23% of the total workforce of this body of territorial administration.
