The Office of the Attorney General of the Republic (FGR) pointed against the Attorney General’s Office of Sinaloa for alleged irregularities in the case of the murder of the politician Hector Melesio Cuen.
This Thursday, the FGR issued a statement in which it states that the autopsy of the body was not performed correctly, that “there is no mechanics of the events – the alleged attack at a gas station against the former PRI member – of the site” where he was allegedly murdered, in addition to the fact that:
“The measures for preserving the body were also not complied with by all the authorities involved, allowing a incineration which is contrary to criminalistic practices on homicide investigation.”
In its document, the Federal Prosecutor’s Office lists the irregularities it detected after attracting the investigation file 4 days ago:
- The body has a severe bruise on the head, and received 4 shots in the legs.
- The gas station video has sound and only one shot can be heard
- The three gas station employees did not report hearing any gunshots.
- The occupants of the van have not been precisely identified.
- Despite detecting human blood in the truck’s bed, there are no expert reports

The federal agency took on the case 4 days ago, after the governor of Sinaloa, Rubén Rocha Moya, told the president Andres Manuel Lopez Obrador during a tour in his entity:
“The Attorney General of Sinaloa said that they were working with only one hypothesis but that there could be others… The Attorney General of the Republic itself puts forward another hypothesis, what I hope is that the truth comes to light and that is the responsibility of the Attorney General.”
He August 13ththe Sinaloa Prosecutor’s Office – headed by Sara Bruna Quiñones, appointed by Rocha Moya at the beginning of his six-year term – revealed a video after an alleged letter attributed to “El Mayo” was released on August 10 in which he relates that he was kidnapped while he was heading to a meeting with Melesio Cuén Ojeda to mediate with the governor on the succession in the Autonomous University of Sinaloa.
In the clip released by the Sinaloa agency, a truck can be seen arriving at a gas station, an employee attends to it, and then two men arrive on a motorcycle.
Then one of the men gets off the motorcycle, opens the passenger door and shoots at the occupants of the truck, where Héctor Melesio Cuén Ojeda and his companion are allegedly present. Fausto “N”.
The events occurred last July 25th at 9:57 p.m.the same day that Ismael “Mayo” Zambada was arrested.
For its part, when the Attorney General’s Office indicated that it was already working on the case (August 11th) reported that, as part of the investigations, he contacted Rocha Moya.
“The FGR representation in that state has already contacted him to obtain all the relevant information,” the FGR statement reads.
This is part of the proceedings carried out within the investigation file. SON/HSO/0001/882/2024for the possible crimes of illegal flight; illegal use of air facilities; violation of immigration laws y customs; kidnapping; treason (Article 123 of the Federal Penal Code); and whatever else may result.
In addition, dependency, homicide, illegal deprivation of liberty, and the resulting profit-sharing would continue.
The agency said that among the more than 100 proceedings it has carried out, there are those carried out in the area known as Culiacan Pedregal Gardens and at the airfield that was possibly used in this case, as well as on all runways that may be specifically linked to these assumptions.
In turn, the Attorney General’s Office reports that it has urgently requested its counterpart in Sinaloa to:
“He agrees to the federal appeal of the case of the murder of Hector ‘M’ due to its possible links to the main issue being analyzed.”
And although he indicates that all the new elements will be added to the investigation file, as well as the corresponding arrest warrants have been requested while:
“The international affairs department of the FGR is preparing the requests for international legal assistance that are necessary in this case.”

The FGR statement was released after a letter sent to the Los Angeles Times newspaper by Ismael “El Mayo” Zambada, through his lawyer Frank Pérez, was published on Saturday, in which the drug lord stated that he was deprived of his freedom in Mexico when he was going to meet with the governor of Sinaloa, Ruben Rocha.
The founder of the Sinaloa Cartel indicated that he was kidnapped during a meeting he had arranged with Joaquin Guzman Lopezson of Joaquin “El Chapo” Guzman.
He stated that the governor of Sinaloa, Rubén Rocha, and the elected deputy, Héctor Melesio Cuén, would be present at the meeting. Ivan Guzman Salazar.
