In the Joint Declaration sanctioning its work, the forum welcomed Morocco’s hosting of the United Nations Office of Counter-Terrorism, stressing, in this regard, the role played by the Kingdom during its presidency of the Global Counter-Terrorism Forum (2021-2023).
The Forum participants also stressed the need to strengthen Arab-Russian cooperation in the fight against terrorism and extremism at the regional and international levels, reiterating their rejection of crimes committed by terrorist groups that undermine the security and stability of Arab countries, “including those perpetrated by groups that rebel against the state authority in place and take up arms outside the legal institutional frameworks recognized by the states.”
The Forum, whose work was chaired by the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, expressed its rejection of any attempt to associate terrorism with any race, nationality or civilization, calling on States to refrain from any support, explicit or implicit, to entities or persons involved in terrorist acts, including foreign terrorist fighters.
Participants also condemned terrorism in all its forms and manifestations, affirming that any terrorist act “is an unjustified criminal act, notwithstanding its motivations, timing, perpetrators and targets.”
The importance of this Forum has been strengthened in recent years as a platform for exchanging views and coordinating positions on various issues at the regional and international levels, taking into consideration the interests and priorities linking the Arab and Russian sides in the political, economic and commercial fields.
