Approximately every third civil society organization (CSO) is in a financially difficult or even critical situation – this is one of the conclusions of a study by the Latvian Civil Alliance (LPA), published on April 30.

The study concluded that revenues in the CSO sector have grown faster than expenses – in 2019, the total revenues of CSOs exceeded expenses by three percent, and by seven percent in 2022. However, a more detailed analysis shows that there are many CSOs whose expenses have exceeded revenues in 2022, from which it can be concluded that the overall supposedly positive trend does not apply to all organizations.

It was concluded that in 2022, 34% of CSOs have received grants, 33% – donations, 32% are revenues from economic activity, 31% – from members’ money, 23% – from the EU, the European Economic Area and other foreign funds, while 37% – other types of income.

Currently, in Latvia, it is not possible to precisely determine those non-governmental organizations that operate directly in the field of civil society, because it is not possible to determine a specific field of activity for most of the organizations.
