The Cabinet’s decision to approve the grant program requires the Ministry of Construction and Housing, in conjunction with the Accountant General’s Division of the Ministry of Finance, to finalize the detailed guidelines and rules governing the grant within 45 days. The budget for the program is set at NIS 100 million for the next two years, allowing for approximately 2,000 winners to receive grants.

To qualify for the grant, individuals or families must be officially recognized as homeless by the Ministry of Housing and Construction. The apartment being purchased must be a completed second-hand unit, with a purchase price between NIS 300,000 and NIS 600,000. Additionally, the apartment must not be acquired through the public housing law, ensuring that those who have already benefited from public housing are not eligible for the grant.

Similar to other government-subsidized housing programs, recipients of the grant will be prohibited from transferring their property rights for five years from the date of purchase.
