In a speech delivered on the occasion of the closing of this session, Mr. Mayara stressed that the legislative texts approved by the House include in particular two projects relating to national efforts aimed at coping with the effects of the Al Haouz earthquake, including the legal framework for the implementation of the Royal Instructions relating to the care of child victims of the earthquake, and their granting of the status of wards of the Nation, as well as the creation of the Grand Atlas Development Agency.
In the same vein, he cited the adoption of two texts relating to the development of the health system in the Kingdom, and two others concerning the establishment of the direct social support project, one relating to the social support regime direct and the other on the creation of the National Social Support Agency, as well as four texts related to the field of social protection, two texts concerning the education sector, and seven others relating to the ratification of international agreements in various areas relating to African and Islamic cooperation, as well as bilateral cooperation with friendly and brotherly countries.
And to let it be known that the texts approved during this session received a large contribution from members of the House of Advisors who presented a total of 454 amendments, noting that 91 amendments (including 73 on the Finance Bill) were were approved, while 303 amendments were withdrawn by consensus, and 60 were rejected by vote.
Mr. Mayara further indicated that the legislative dynamic of this session was largely framed by the High Royal Guidance, in particular those expressed in the Speech of His Majesty King Mohammed VI on the occasion of the opening of this session, whether at the level of the legal framework concerning the measures taken in response to the effects of the Al Haouz earthquake, or at the level of the development and improvement of the legal framework of the social protection system, or at the level of implementation direct social support projects.
Furthermore, Mr. Mayara indicated that the House of Advisors held 33 plenary sessions during this session, mainly marked by plenary sessions devoted to the presentation of the draft Finance Law for the year 2024, as well as four sessions joint meetings with the House of Representatives, in particular the plenary session dedicated to the presentation by the Head of Government of a declaration on “direct social support”, and the session devoted to the presentation of the report of the first president of the Court of Auditors before Parliament on the work of the financial jurisdictions for 2022-2023.
Regarding the control of government action, Mr. Mayara highlighted that during the 16 sessions held by the House of Advisors, 22 government sectors were questioned on urgent current issues linked to the concerns of national public opinion dealing with important aspects of the social and economic life of Moroccan citizens and businesses, specifying that the House of Advisors, in coordination with the government sector responsible for water, devoted an entire session to oral questions to debate the difficult situation of water resources in the Kingdom and urgent government measures to remedy it.
The President of the House of Advisors also highlighted that the number of oral questions received between the two sessions and the October 2023 session amounts to 1,310 questions, the government having answered 369 of them during 16 plenary sessions , including 118 current affairs questions and 251 ordinary questions.
As for the sectoral distribution, the advisors’ questions focused on the economic sector for 34%, internal affairs and basic infrastructure (24%) and the social sector for 22% of the total questions asked, followed by the legal, administrative and religious fields (17%), and the foreign affairs sector (3%). And to emphasize that the number of written questions received during the same period amounted to 899, the government having answered 389 questions.
Regarding the control role of the Standing Committees of the House, Mr. Mayara explained that the examination of the Finance Bill took up the majority of the time of the meetings of these committees, totaling nearly 200 hours for 68 meetings, adding that the Committee on Education, Cultural and Social Affairs devoted three meetings to examining the fundamental issues related to the protests in the education sector, and examined in two meetings the implications and repercussions of the new status of education officials, and in another meeting the new developments for the next school year.
Regarding the evaluation of public policies, Mr. Mayara stressed that the House of Advisors has formed two thematic working groups, one of which is responsible for preparing the annual session of discussion and evaluation of public policies, which is planned before the end of the current legislative year.
On the other hand, Mr. Mayara indicated that this session was marked by the contribution of all components of the House of Advisors to continue strengthening bilateral and multilateral parliamentary cooperation at the level of various geopolitical regions, with the aim of defending , within the framework of the system of national diplomacy, strategic and vital questions for the Kingdom, particularly the national question.
