What is the program for this first day of debate?

The deputies will meet from 4 p.m. in the Hemicycle of the National Assembly, for the start of debates on the bill. The session will begin with the Minister of the Interior, Gérald Darmanin, speaking at the podium, followed by the various rapporteurs of the text and the president of the law committee, Sacha Houlié.

This will be followed by the examination of the rejection motion tabled by the environmental group and defended by the Green MP for Yvelines, Benjamin Lucas. Each of the ten groups will have the opportunity to defend their position on this rejection motion before the vote. This will take place in the Hemycicle and unlike a motion of censure, which requires an absolute majority (i.e. 289 votes), the adoption of a motion of prior rejection only requires a simple majority and does not allow for voting delegation. Therefore, the mobilization of deputies in the Hemicycle, from the opposition as well as those from the presidential camp, will be a decisive factor. If this motion is rejected, the debates will stop in the National Assembly. The government will then have the choice between abandoning its text, continuing the parliamentary shuttle by returning to the Senate for a second reading or convening a joint committee.

If the motion is rejected, deputies will begin examining some 2,600 amendments which must be discussed over the next two days, including weekends.
