Emmanuel Macron, at the Elysée Palace, June 3, 2022.

Emmanuel Macron enters the campaign. Finally, say his troops. But alone, the French will observe. One week before the first round of the legislative elections, on June 12, the Head of State is embarking on his second electoral battle, which is just as crucial for the destiny he intends to forge for himself. Very absent from the national scene since his victory of April 24, the tenant of the Elysee Palace details the outlines of what this new five-year term will be in an interview granted, Friday June 3, to several titles in the regional daily press. After a trip to Cherbourg (Manche) three days earlier devoted to health and another to Marseille the day before, where he outlined the “new method” that he intends to put in place to reform education, the Head of State unveils his project, giving, a month and a half after his re-election, the signal for the start of his second term.

Emmanuel Macron who, in 2017, promised the country the ” revolution “, has not given up on its ambition. But the Head of State, who says ” have learned “ of a mandate punctuated by crises and popular revolt (“yellow vests”, retirements…), intends to change the paradigm. The objective is unchanged but the form is no longer the same. The President of the Republic, described as “Jupiter” deciding everything from the Elysée Palace, now intends to rely on “a national council for refoundation” which would bring together “the political, economic, social, associative forces, of the elected representatives of the territories and of the citizens drawn by lot”.

This council would be responsible for defining the avenues for achieving its objectives – independence (industrial, military, food, etc.), full employment, carbon neutrality – and rethinking public services to guarantee equal opportunities. Finally, it would also be entrusted with the mission of thinking “democratic renaissance” through institutional reform.

“Paris must be at the service of the field”

Emmanuel Macron does not hesitate to draw a parallel with the National Council of Resistance. Authority which had carried after the Second World War the economic and social reforms of a country demolished both economically and morally. “We are living in a similar time. We are in a historical era which requires a profound change of model, and then, the war is there »he assures.

The authority also recalls the “National Council of the Republic”, suggested by Jean-Louis Borloo, Nicolas Sarkozy’s former minister, in his text “L’Alarme”, made public before the first round of the presidential election. We can also see the inspiration of the “room of the future” advocated by the essayist David Djaïz in his book The New French Model (Allary, 2021).
