The three new agreements that are the subject of investigation were signed by Carlos Contreras on September 20 and 22, 2022, to the development of basic works in the Camino al Futuro, Vista Hermosa and 18 de Septiembre camps, for the sums of $150 million, $200 million and $80 million, respectively.

According to the chief prosecutor of Antofagasta, Cristian Aguilar, such deals “were entered into by Carlos Contreras in serious violation of his duties and powers, and without the favored foundation meeting the minimum requirements to be a recipient of public funds.”

Aguilar stated that The former regional minister intervened “inappropriately and beyond his powers in the process prior to the signing of the agreements, providing the contact details of the Fibra Movement and instructing that he be invited to participate, and subsequently, without any basis, reassigning him primary habitation projects that were originally assigned to another foundation.”

The Prosecutor’s Office stated that these agreements were signed motivated by the political closeness that Contreras maintained with the representatives of Fibra, overlooking “the lack of experience of the foundation in the development of the projects that the agreements required, which subsequently resulted in the non-compliance of the same.”

In this line, the Public Prosecutor’s Office He questioned whether the agreements had been made through direct negotiations, In addition to pointing out the lack of grounds for the Seremi of Housing to choose said organization.

“With all the conduct already described, in addition to the serious violation of the duties of his position as regional minister of the Minvu of the Antofagasta Region, the accused Carlos Contreras violated the principles of administrative integrity and impartiality in administrative matters, as he displayed dishonest and disloyal performance in a position, with preeminence in particular interests and did not act objectively in the signing and approval of the three agreements signed by his service,” the prosecutor summarized.

In view of this situation, The Public Prosecutor’s Office requested the preventive detention of the accused on the grounds of danger to the security of society, which was granted by the court, a measure that is already being fulfilled in the TomArte area.
