Faced with the news that France, Germany and Italy are jeopardizing the adoption of the historic law on artificial intelligence due to their opposition to regulating foundational models, Agnès Callamard, Secretary General of Amnesty International, said:

“The EU has an opportunity to show international leadership with the adoption of this strong and historic regulation aimed at protecting fundamental rights and mitigating the multiple risks of technologies based on artificial intelligence. The EU must not falter in the face of this latest hurdle, and EU Member States such as France, Germany and Italy must not undermine the AI ​​law by bowing to claims from the tech sector that its adoption will lead to strict regulation that would slow down the innovation.”

“Let’s not forget that ‘innovation versus regulation’ is a false dichotomy that technology companies have been selling for years to avoid significant responsibility and binding regulation. This underlines, once again, the concentration of power of a handful of technology companies seeking to set the conditions for the world’s first comprehensive regulation on artificial intelligence.”

“Technologies based on artificial intelligence have been shown to increase harm to human rights and discrimination when used for mass surveillance, policing, the distribution of social benefits and at borders. “Marginalized groups, such as migrants, refugees and asylum seekers, are the most affected and attacked.”

“Right now, States are using unregulated artificial intelligence systems to evaluate applications for social benefits, monitor public spaces or determine the likelihood that someone will commit a crime. EU Member States must not waste this opportunity to achieve robust legislation that would safeguard human rights, for example by ending the use and export of mass and discriminatory surveillance technologies such as facial recognition, and ensuring that artificial intelligence used by police, immigration and national security authorities is subject to strict measures of public transparency and accountability.”

“It is imperative that France, Germany and Italy stop delaying the negotiation process and that EU lawmakers focus on ensuring that crucial human rights protections are codified into law before the current EU mandate ends. the EU in 2024.”
