Free socially significant sites may be allowed to display videos

The Ministry of Digital Development, Communications and Mass Media of Russia has developed a draft government decree concerning socially significant sites – those that remain accessible even with a zero balance. These resources, in particular, may be allowed to transmit video in low resolution 480p, Kommersant reports with reference to the document.

At the same time, such sites cannot download information from foreign resources, give the opportunity to organize calls and record audio and video messages, follows from the draft resolution. In addition, on socially significant sites there can be no paid information for users or links to it or to services other than government ones.

The document details the law “On accessible Internet”, according to which operators must provide citizens with free access to socially significant sites and services. The document was signed by Russian President Vladimir Putin on July 2 this year. The experiment with socially significant sites started in the country on April 1, 2020. Within the framework of it, 371 resources are available, including social networks, media, online stores, food delivery services, etc.

The ability to display video is a heavy load on operators’ networks, said Eldar Murtazin, an analyst at Mobile Research Group. Tele2 noted that this will depend on the amount of content posted and the number of users. MTS, in turn, stated that videos with a resolution of 480p are of sufficient quality. This will slightly reduce the load on the operators’ infrastructure while providing free access to Internet resources, the company said.
