Emmanuel Macron promised the “reclaiming our full health and industrial sovereignty”as the first wave of Covid-19 slowly ebbed. “Everyone saw during this crisis that medicines that seemed usual were no longer produced in France and in Europe”, he lamented on June 16, 2020, already mentioning the need to relocate the production of strategic drugs.

Since then, the State has deployed several investment plans, mobilizing 800 million euros, has financed around a hundred projects, and has lowered taxes. But this winter, shortages again hit France, deprived of several mainstream treatments such as amoxicillin or paracetamol.

The Head of State therefore wanted to be proactive, Tuesday, June 13, by announcing the relocation to France of the production of around fifty drugs “essential” during a trip to the Ardèche to the French laboratory Aguettant. A commitment to thwart the “fatality” the deindustrialization of the country and “reversing the direction of history”, he said, while two other trips devoted to industrial and strategic sovereignty are scheduled in the coming days. “Industrial dependence is never good, said the President of the Republic on Tuesday, and it is even less comprehensible and acceptable when it concerns health and medicines”an area among the “more spectacular in terms of sovereignty”.

Eight projects are signed

The fifty drugs called to make their return on national soil are no coincidence. They correspond to treatments considered to be particularly critical from a therapeutic point of view but whose production chains have shown such vulnerability that relocation is necessary to guarantee their supply.

“We have no right to have weakness”, Emmanuel Macron insisted on Tuesday, before announcing that half of them were already the subject of investments within the framework of the France 2030 plan. In total, eight projects have been signed, representing an amount of 160 million euros (including 15% to 30% borne by the State). They will start in ” next weeks “.

Among them is, among others, that of the Aguettant laboratory, which specializes in the manufacture of injectable syringes. In the Pays de la Loire, in Mayenne, the British GSK factory will extend its production capacity to amoxicillin. In Vertolaye (Puy-de-Dôme), the manufacturer of active ingredients EuroApi will increase its production of morphine, while the company Seqens, already mobilized on the relocation of paracetamol, will add to its portfolio the production of four other ingredients active ingredients, including propofol and midazolam.
