Ex-autocrat Alberto Fujimori yesterday left Barbadillo prison, on the outskirts of Lima, nine years before serving his sentence for serious human rights violations. The door was opened by a resolution of the Constitutional Court (TC) that did not even have the agreement of two of its members and was in turn rejected by the Inter-American Court of Human Rights (IACHR). Ricardo Pérez, the main authority of this continental legal instance, had asked the Peruvian State to refrain from ordering the freedom of the former president. This did not happen and represents an open challenge to the supranational authority of the IACHR. The TC’s order earned a critical remark from the United Nations High Commissioner for Human Rights, Volker Türk. “It’s a worrying setback for account retention.”
At the door of the penalty were his children Keiko and Kenji Fujimori. He was also received by some expatriates and parliamentarians from Força Popular, the right-wing party that is gravitating to Congress. Then they took him to a house of the former presidential candidate. The issue does not seem completely closed. According to media reports, the Provisional Government would be divided. A sector would be inclined to abide by the dictates of the IACHR and respect international treaties. President Dina Boluarte and her ministers were trying to assess what to do in this case.
