The new doctoral model is planned to be gradually introduced until 2026. This includes both the establishment of doctoral schools as separate structural units in universities by September 1 of this year, as well as an individualized promotion council, as well as a new financing procedure and a monthly remuneration for the doctoral student, changing his status from student to employee.

The goal of the reform is to achieve a faster regeneration of young scientists in Latvia, which in this respect is at the bottom in Europe – only 0.4% of the total population aged 25-64 have obtained a doctorate degree, while the European average is 1.1%.

Doctoral schools have already been established in universities, undertaking the implementation and promotion of all doctoral study programs, ensuring the career development of young researchers, monitoring and improving the quality of doctoral studies, as well as promoting international cooperation. For example, at the Latvian University of Biosciences and Technologies (LBTU), the foundations were laid for the new structural unit in 2020, but on September 1 last year, the university council officially opened its doors. Currently, 104 doctoral students study there. This year, it is planned to admit 30 potential scientists. 15 new doctors graduate every year, but this year there will be 20, informs LBTU representative Lana Janmer.
