Gabon: The 2024 draft budget estimated at 4,162 billion francs

DIG/ The draft state budget for the year 2024 is balanced, in revenue and expenditure, at 4,162 billion FCFA against 3,602.3 billion FCFA, an increase of 559.7 billion FCFA.

According to the Council of Ministers of December 6, 2023, budgetary revenues net of allocations to third parties, which include revenues from the general budget and those from special accounts, are valued at 2,729.7 billion FCFA compared to 2,345.2 billion FCFA established in the 2023 finance law, an increase of 384.5 billion FCFA including 233.4 billion FCFA allocated to tax revenue.

Revenue allocated to third parties, consisting of levies for the benefit of local authorities (29,336,735,333 FCFA), international organizations (13,708,717,389 FCFA) and public establishments (62,190,644,511 FCFA) would stand at 105.2 billion FCFA compared to 104.2 billion FCFA in 2023, an increase of 1.0 billion FCFA.

As for cash and financing resources, they would amount to 1,327.1 billion FCFA compared to 1,152.9 billion FCFA established in the 2023 finance law, an increase of 174.2 billion FCFA, attributable to the use of the issuance of public securities for a total amount of 1,048.1 billion FCFA.

Budgetary expenditure, net of deductions for the benefit of third parties (105.2 billion FCFA), amounts to at 2,568.8 billion FCFA; they are up by 444.3 billion FCFA compared to the 2023 budget. They include expenditures from the general budget estimated at 2,331.2 billion FCFA and those from the special accounts set at 237.7 billion FCFA.

Financing and cash flow expenses, up 8.3%, would amount to 1,487.9 billion FCFA compared to 1,373.6 billion FCFA in the 2023 finance law. Most of these charges are devoted to the amortization of the debt, i.e. 1,464.1 billion FCFA including 836.5 billion FCFA for external debt.
