However, the measure has critics who call it a “PR stunt” and argue that it is “disproportionately directed against blacks and Hispanics.” The city’s gang member database is “full of mistakes,” says Sharon Mitchell, a public defender for Cook County, and similar measures taken elsewhere have proven ineffective.
