Gangjin-gun recently held a forum in Seoul to gather opinions from experts in each field for establishing and implementing a strategy to attract businesses to the former Seonghwa University, as well as for attracting businesses by industry.

On the first day of this workshop, we gathered opinions from experts in each field about Gangjin-gun’s priority tasks for attracting companies, together with former Vice Minister of Trade, Industry and Energy Park Ki-young, President of the Korean Geographical Society Jeong Seong-hun (professor at Kangwon National University), Director of the Industry-Academic Education Innovation Research Institute of the Korean Council for University Education Han Gwang-sik, and Director of the Large, Medium and Small Agricultural and Fishery Cooperation Foundation Cho Tae-yong. On the second day, we held a seminar with executives from specialized industries such as secondary batteries, content production, hotels and lodging, startups, and smart farms.

Park Ki-young, former Vice Minister of Trade, Industry and Energy, said, “We need to provide groundbreaking incentives that support not only living conditions but also operating expenses and R&D costs so that companies can come to Seonghwa-dae,” and Jeong Seong-hun, President of the Korean Geographical Society, emphasized, “We need a strategy to absorb the power of Jeollanam-do and Gwangju, and we need to focus on the functions of companies and attract and grow related industries by welcoming companies.”

The old Seonghwadae in Seongjeon-myeon, Gangjin-gun, started with 320 students when it opened in 1997, and increased to 1,236 students in 2007 before being closed in 2012 and currently being neglected.

Accordingly, Gangjin-gun was finally selected for the ‘Jeollanam-do-type Balanced Development 300 Project’ public offering hosted by Jeollanam-do in July of last year to remodel a closed school and establish a core base for the 4th industrial revolution, securing a total project cost of 33 billion won. Through this, it is promoting the ‘Millennium Culture Gangjin, Youth Global Platform Project’ to establish a spatial innovation and 4th industrial convergence platform and to revitalize the region due to the increase in the residential population.

This workshop’s planner, PaxNong expert committee member George Hyun, expressed his opinion, saying, “We can consider various strategies such as secondary battery recycling, corporate-linked foreign education, drone parts, corporate-linked workation, and building a smart farm valley linked to ESG business.” Meanwhile, Taeyong Cho, head of the headquarters of the Small and Medium Agricultural and Fishery Cooperation Foundation, said, “Attracting public institutions such as startup promotion centers and techno parks in the form of branches is one way to attract and incubate ICT-specialized companies.”

Han Gwang-sik, the director of the Korea University Education Council’s Industry-Academic Education Innovation Research Center, said, “It is important to make good use of the regional settlement-type startup cooperation centered on the RISE project of universities in the Jeonnam region.”

In the industry-specific executive seminar that was also held, it was expressed that they would be willing to move into Gangjin-gun if incentives and support infrastructure differentiated from surrounding areas were established.

Meanwhile, on the 22nd, an anchor company related to cultural content visited the former Seonghwadae site and expressed its intention to invest more than 10 billion won in the private sector through discussions on the concept of a new space and actual investment.

Gang Jin-won, the governor of Gangjin County, said, “We are currently in substantial investment negotiations with over 10 private companies, including anchor companies that have expressed their intention to make private investments,” and “After the ongoing architectural planning service is completed, we plan to break ground in the second half of next year after going through the basic and implementation plans, and normalize the move-in of companies by 2026.”

The Gangjin-Gwangju Expressway is scheduled to open in 2026, and with the improved accessibility as a weapon, we plan to actively attract anchor and tenant companies along with infrastructure construction and continue to coordinate opinions with private investors.
