Gangjin-gun Civil Complaints Communication Committee held a subcommittee meeting. The Gangjin-gun Civil Complaints Communication Committee (hereinafter referred to as the Civil Complaints Committee), which mediates and processes conflicts from a third-party perspective to resolve conflicts in the local community, held a subcommittee meeting on the 27th in the county office conference room.

This meeting was arranged to resolve a long-term collective complaint from a representative region that has been going on for over 7 years, which was filed with the Rural Development Division in July regarding the use of a water source such as a lake for agricultural infrastructure and water for the construction of a floating solar power plant in Sacho-ri, Sinjeon-myeon.

The petition for permission to use a floating solar power plant in Sacheon-myeon, Sacheon-ri, is a resident-participatory solar power generation project that installs a floating solar power plant inside Sanaeho Lake, an agricultural infrastructure facility. The residents of Sacheon-ri, who want to increase their income, and Gangjin-gun, who are against the permission to use Sanaeho Lake to install a floating solar power plant, citing the protection of the water quality of Sanaeho Lake, which is used for agricultural water, and environmental issues related to nearby villages, Haenam-gun, and Wando-gun, are in a tense standoff.

At the subcommittee meeting, 10 expert members and advisory committee members who can view the complaints from a third-party perspective, such as professors, lawyers, judicial scriveners, and environmental impact assessors, were convened to discuss in-depth ways to resolve the complaints.

The members of the Civil Affairs Subcommittee, who were called to the meeting, reviewed the legal and environmental impacts based on the data and expert advice they had researched prior to the meeting. At the meeting, they listened to the opinions of both the department in charge and the complainants in the area. The Civil Affairs Subcommittee will organize the members’ deliberations on the complaints for a solution to the complaints and deliver it to the relevant department later.

Gang Jin-won, the county governor, said, “The Civil Complaints Communication Committee is in charge of listening to the voices of the citizens, which is the most important role in administration. In order to improve the quality of life of the citizens through the power of collective intelligence, it not only suggests solutions to civil complaints, but also listens to the voices of the citizens of Gangjin-gun as a communication channel for the administration.”

The Civil Complaints Communication Committee is an organization that handles issues that are difficult for general civil servants to resolve, such as sensitive local issues or anticipated group conflicts, independently from the military organization. It is an independent, consultative administrative body comprised of 53 civilian experts, and was established with the launch of the 8th local government election. It works day and night to resolve local issues and group complaints.

Some of the representative civil complaints that the Civil Affairs Committee has handled so far include complaints related to the Gangjincheon restoration project, complaints regarding the mushroom cultivation permit for Heunghak-ri, Chilryang-myeon, complaints regarding the agricultural cooperative site in Doam-myeon, and complaints regarding the construction and expansion of a cemetery in Galdong-ri, Jakcheon-myeon.
