Gangnam-gu conducted a preemptive survey of households that were excluded from social security benefits. Gangnam-gu, a city where dreams come together and envisioning the future (District Mayor Seong-myeong Cho), surveyed 5,355 households that were excluded from social security benefits last year and actively guided them to re-apply. As a result, this year’s application rate increased significantly to 144.2% compared to the same period last year, with 414 households can now receive social security benefits.
As the relaxed social security benefit selection criteria were applied starting this year, the district investigated 3,424 households that applied for social security benefits in 2023 but were disqualified as they did not meet the selection criteria, and guided them to re-apply from December to January last year. This is because it is advantageous for vulnerable groups to apply as soon as possible, as it prevents the unfortunate event of not reapplying without knowing that the standards have changed, and because benefits are calculated from the date of application. In addition, we investigated whether the 1,931 households that were already in the second-lowest class and were guaranteed support for single parents could receive higher salary benefits.
Here, the pre-simulation system developed for the first time by the district showed an excellent effect in increasing the efficiency and accuracy of the thorough investigation. By conducting a simulation based on the 2024 social security benefit standards, 648 households expected to be eligible out of 5,355 households surveyed were identified and instructed to reapply. The simulation hit rate was 92.4%, and the district plans to further increase accuracy by reflecting increases in public benefits such as national pension and basic pension into the system.
As a result of this preemptive guidance, 1,382 households applied for social security benefits between December and January. Compared to last year, when 960 households applied, the application rate increased by 144.2%. Among those who were advised to reapply, 738 people from 448 households reapplied for social security benefits, and 671 people from 414 households who were deemed eligible will receive welfare benefits this year. The 34 households (67 people) who were eliminated due to ineligibility were actively reviewed to see if they could receive other support, so that 15 households (15 people) could benefit from the Seoul-type basic security system.
Gangnam-gu’s proactive discovery of blind spots of poverty received attention as a national example. The Ministry of Health and Welfare sent an official letter to local governments across the country asking for active guidance so that applicants who were rejected last year can reapply. The Seoul Metropolitan Government also disseminated Gangnam-gu’s best practices in a group chat room where people in charge of basic livelihood security from 25 autonomous districts gathered.
