Gangnam-gu will provide a discount benefit for those who report in advance on traffic-induced burden fees in August. Gangnam-gu (Mayor Seongmyeong Cho), a city where dreams gather and a city that draws the future, will receive advance reports on subjects of discounts for the month of August ahead of the regular imposition of traffic-induced burden fees scheduled for October.
The traffic generation fee is an economic burden imposed on facilities that cause congestion in accordance with the principle of the causer pays in order to alleviate traffic congestion, and is imposed every October on owners of facilities with a total floor area of 1,000 m2 or more. The fee is calculated as “the sum of the floor area of each floor of the facility × unit fee (per 1 m2) × traffic generation coefficient.” The unit fee (per 1 m2) is 700 won for 3,000 m2 or less, 1,400 won for over 3,000 m2 to 30,000 m2, and 2,000 won for over 30,000 m2. For facilities with a sum of the floor area of each floor of less than 3,000 m2, the unit fee is applied at 50/100. It is expected that approximately 5,183 facilities in Gangnam-gu will be subject to the fee in 2024, and 34.5 billion won will be imposed.
The assessment standard date is July 31 of this year, and owners of facilities that have been unused (vacant) for more than 30 days during the assessment period from August 1 of the previous year to July 31 of this year due to special reasons such as non-rental, suspension, or closure must report during the month of August to receive the exemption. To report, fill out the ‘Unused (Vacant) Report Form’ sent with the traffic generation charge assessment notice in person at the district office, or submit it to the traffic administration department of the district office by registered mail, fax, or email.
In addition, if the building register and actual use are different, you must attach supporting documents and submit a ‘Report of Actual Use of Facility’. If ownership is transferred during the levy period, the facility acquirer can apply for a pro rata calculation and receive a pro rata calculation notice for each period of ownership.
Gangnam-gu District Mayor Jo Seong-myeong said, “I hope that owners of facilities subject to the reduction will report in advance to receive the reduction benefits,” and “We plan to use the traffic generation burden fee as a source of funding for low-carbon, eco-friendly transportation policies that will solve urban problems such as traffic congestion and air pollution.”
