Gangwon Special Self-Governing Province discusses ways to build a water-related network and efficiently distribute water resources. The 22nd “Chuncheon International Water Forum 2024” will be held at the Chuncheon Sejong Hotel from Thursday, September 26 to Friday, September 27.
The Chuncheon International Water Forum, hosted by the Chuncheon International Water Forum and sponsored by Gangwon Special Self-Governing Province, Chuncheon City, and the Han River Basin Management Committee, is the first international forum on water in Korea and has served as a forum for discussion on resolving various water-related issues and proposing policies since 2003.
This forum will feature a keynote speech and 12 sessions of presentations and discussions to discuss ways for local communities to coexist by establishing a system of water rights, which is the right to use water from rivers and lakes, and principles for allocating limited water resources, under the theme of “Right to Water and Water Distribution.”
In particular, the keynote speech and the first session will be a time to reexamine the achievements and limitations of the Han River Basin Act, which was enacted in 1999 to preserve the water quality of the Han River Basin, a source of drinking water, in commemoration of its 25th anniversary, and discuss ways to improve the ‘Han River Basin Fund’ so that upstream and downstream regions can coexist.
The Han River Basin Fund was created to help residents of the Han River Basin who have been designated as a water source management area and have suffered various disadvantages, such as restrictions on development activities, and is used for resident support projects and water quality improvement projects.
The ‘Han River Basin Fund’, which uses the ‘water use fee’ paid by downstream regions (Seoul, Gyeonggi, Incheon) that use Paldang Lake as a water source to improve water quality in upstream regions (Gangwon), has distributed 1,976.4 billion won to Gangwon Special Self-Governing Province from 1999 to this year.
An Jung-ki, Director of the Forest Environment Bureau of the province, said, “I hope that this will be a fruitful time to look back on the achievements and limitations of the Han River Basin Fund on the 25th anniversary of the enactment of the Han River Basin Act and discuss ways to return benefits to the citizens through efficient distribution of water resources and funds.”
