Gapyeong-gun was selected as an excellent association for ‘Safe Nation Training for Disaster Response’. Gapyeong-gun (Governor Seo Tae-won) was selected as an excellent organization in the disaster response safe country training evaluation for the second half of 2024 hosted by the Ministry of Public Administration and Security.
The Safe Country Disaster Response Training has been conducted every year since 2005 to strengthen disaster response capabilities by examining the response and management system in the event of a disaster.
On October 31,Gapyeong-gun held discussion training and field training with 219 people participating from 16 collaborating organizations and organizations, including the fire department, police station,66th Infantry Division, and volunteer firefighters. In particular, the effectiveness of the training was increased by examining the response system for each situation, assuming complex disasters such as a water accident on an inland guided ship and large-scale water pollution. Accordingly, Gapyeong-gun received high praise for it’s field-oriented training that reflected actual disaster situations that could occur.
County Governor Seo Tae-won said, “We will continue to increase our disaster response capabilities and further strengthen our cooperation system with related organizations to strengthen the safety of residents, which is one of the policies of the 8th civilian elected military government.” He added, “We will build a system that allows for a quick and efficient response in the event of an actual disaster.” “I will leave,” he said.
Meanwhile, Gapyeong-gun (Governor Seo Tae-won) announced on the 9th that it was selected by the Ministry of Environment as an excellent public sewerage operation and management institution and received the ‘Excellent Public Sewerage Management Agency certification plaque’. This is noteworthy as it has been recognized for excellence for six consecutive years as 2019 in the status inspection of public sewerage operation management conducted by the Ministry of Environment.
The Ministry of Environment conducts inspections every year to encourage healthy competition between local governments and improve the level of public sewerage services. This year, 160 local governments across the country were evaluated on △realization of sewerage rates △expertise of operating personnel △safety management response ability △sewage treatment efficiency △adequacy of facility operation, etc. as an inevitable result of this evaluation, Gapyeong-gun was selected as an excellent institution among all 32 local governments in the 3 groups.
Gapyeong-gun was especially highly evaluated in the areas of sewage safety management response ability, operation enhancement cases, and odor improvement, and was honored as an excellent organization award a total of 7 times from 2017 to this year.
Hyeon Geun-sik, head of the sewerage business, said, “This achievement is thanks to the joint efforts of the public sewage treatment facility consignment operator and all employees of the business office.” He added, “We will continue to closely understand the policies of the Ministry of Environment and continue to strive to reach the highest level in the field of public sewage operation and management.” .
The Ministry of Environment provides incentives to excellent institutions according to evaluation results and is promoting sustainable public sewerage policies, such as building a competitive sewerage system and practicing carbon neutrality.

How does community involvement impact disaster preparedness in local regions?
interview between Time.news Editor and Disaster Response Expert
Interviewer: Welcome to Time.news! Today, we have the privilege of speaking with Dr. Lee Min-jung, a renowned expert in disaster management and response. dr. Lee, thank you for joining us.
Dr.Lee: Thank you for having me! It’s a pleasure to be here.
Interviewer: I’d like to start by discussing the recent recognition of Gapyeong-gun as an excellent association for ‘Safe Nation Training for Disaster Response’. What do you think contributed to this achievement?
Dr. Lee: Gapyeong-gun’s success can be attributed to a complete approach they’ve taken toward disaster preparedness. This includes not only training their local responders but also engaging the community. When citizens are involved, they know how to respond during emergencies, which considerably boosts overall resilience.
Interviewer: Community engagement is crucial. Could you elaborate on some specific strategies that Gapyeong-gun implemented?
Dr. Lee: Absolutely! One of their key strategies is the organization of regular training workshops that include simulations of various disaster scenarios, such as earthquakes or floods. These simulations help participants practice their responses and become familiar with emergency protocols. They also invest in educational programs aimed at schools and local organizations, fostering a culture of preparedness among all age groups.
Interviewer: That sounds very effective. In your opinion, how can other regions learn from Gapyeong-gun’s approach?
Dr. Lee: Other regions can benefit greatly from adopting a tailored training model that reflects their specific vulnerabilities. It’s essential to conduct a risk assessment to identify potential hazards and organize training accordingly. Moreover, forming partnerships with local agencies and volunteers can create a robust support network that enhances overall readiness.
Interviewer: With the increasing frequency of natural disasters, how critical is it for all regions to implement such training programs?
Dr. Lee: It’s absolutely vital. The reality is that we are living in a time when climate change is affecting weather patterns, leading to more frequent and severe disasters. Training programs not only prepare individuals and communities but also save lives and reduce economic losses.A proactive approach to disaster response can make a notable difference.
Interviewer: It sounds like there’s a lot of work ahead for many communities. What role do you think technology plays in enhancing disaster response training?
Dr. Lee: Technology is transforming the landscape of disaster management.
