July 1 is the beginning of summer but also half of the year. And like January 1st, it’s the day of many changes in your administrative procedures. Gas prices, civil servant salaries, “repair bonus”… We take stock, for you, of everything that changes on July 1, 2023.

Gas: end of the regulated sales tariff and the tariff shield

From this Saturday, the price of gas will experience major upheavals. The regulated gas sales tariff (TRVG) is abolished. Although it began to disappear in 2019, as of March 31 there were still 2.5 million customers holding this contract, almost all with the historic supplier Engie. After July 1, customers will still have access to gas but will switch to the Gateway offer by default if they have not chosen another offer by then, from Engie, or a competitor.

In addition to this, the tariff shield will also come to an end given the lower pressure on energy prices. The latter limited the increase in gas prices to a maximum of 15%. “In the event that prices increase very sharply, the government has indicated that it may have to set up a price shield again”, warned Céline Regnault, director of the General Public France at Engie.

“Social net amount”: a new line on the payslips

From July 1, you will also be able to read your payslip more easily. A new line will appear, to simplify: “Net social amount”. This is the displayed sum that must be declared to be entitled to the RSA or the activity bonus.

This reform “will simplify the procedures for recipients who until now had to calculate the net income to declare themselves”, according to the government. “It will reduce the risk of error in declarations of resources and therefore undue payments or reminders of benefits, sources of financial insecurity for recipients. »

The index point for civil servants revalued

All civil servants will see their salaries increased by 1.5% on July 1, 2023. The increase in the index point for civil servants, after the last increase granted last summer (+ 3.5%) will benefit to the 5.7 million public officials in France. This increase is calculated on the basis of the salary excluding bonuses and allowances.

Example, according to the Ministry of the Public Service: an agent who previously received a little more than 1,700 euros gross per month will earn an additional 26 euros.

The “repair bonus” raised

A little over four months after the launch of the “repair bonus” for a large number of household appliances, the government is preparing to work twice as hard on the system set up as part of the anti-waste law for a circular economy. (AGEC). This aid aimed at encouraging the French to have their electrical and electronic equipment repaired will be multiplied by two from this Saturday.

For example, the State will contribute up to 40 euros instead of 20 euros for the repair of a game console. The aid will increase from 10 to 20 euros for a toaster and from 30 to 60 euros for a television. Services previously excluded, such as the exchange of broken glass on telephones, will now be included.

Increase in unemployment benefits

Unemployment insurance benefits will be increased by 1.9% on July 1, according to the rate set by Unedic, the organization in charge of unemployment insurance. It follows an exceptional revaluation of 1.9% on April 1 (and 2.9% in July 2022) but remains below high inflation, of 5.1% over one year in May.

“This totally insufficient revaluation was voted by the employers’ organizations alone, while all the employee organizations abstained (the vote against by a single trade union organization would have led to a non-revaluation of the allowances)”, criticized the CGT in a statement.

End of payment of allowances to non-European accounts

The announcement was made last October by the Minister of Public Accounts Gabriel Attal. From July 1, social benefits (excluding pensions) can no longer be paid into foreign bank accounts, with the exception of 38 European countries. This measure concerns the solidarity allowance for the elderly, family benefits and the RSA.
