Geneva: Morocco calls for expanded access to peaceful nuclear energy

In the national statement delivered by the Permanent Representative of Morocco in Geneva, Ambassador Omar Zniber, on the occasion of the 2nd Preparatory Committee for the 2026 Review Conference of the Non-Proliferation Treaty (NPT), the Kingdom reiterated its commitment to the inalienable right of the States parties to the treaty to develop research, production and use of nuclear energy and technologies for peaceful purposes, in particular through international cooperation, under the control of the International Atomic Energy Agency (IAEA).

In this regard, Morocco reiterated its constant commitment to continue sharing, whether in a bilateral framework or in cooperation with the IAEA, its experience aimed at promoting the safe and secure use of nuclear applications, recalling the active contribution of the Kingdom, in its capacity as President of the 64th General Conference of the IAEA, to the introduction of the use of nuclear applications and the development of radiotherapy in the fight against cancer.

The Moroccan delegation drew attention to the great challenge posed by the threat of terrorist acts using nuclear or radioactive materials, explaining that “the trafficking of sensitive materials that can be used to manufacture nuclear explosive devices is a major concern at the global level. The overall objective of the fight against terrorism must be to prevent non-state actors from acquiring these nuclear weapons and radioactive materials.”

Welcoming efforts to prevent and combat nuclear terrorism, Morocco said it was convinced that the most desirable measure to avoid such excesses would be a complete elimination of nuclear weapons, adding that the consolidation of the multilateral approach and international cooperation represent fundamental elements to provide universal and effective responses to global threats.

The Kingdom recalled that the NPT constitutes the pivot of the non-proliferation regime and nuclear disarmament, and represents a fundamental instrument for the preservation of international peace and security, noting that since its entry into force more than half a century ago, the treaty has shown its relevance in the fight against nuclear proliferation.

On the other hand, Morocco warned that the failure of the last review conferences, the persistent impasse of the Conference on Disarmament, the absence of concrete progress in nuclear disarmament and the exacerbation of proliferation challenges are all worrying factors that require collective actions demonstrating the good faith, responsibility and commitment of all.

The Kingdom stressed the crucial importance of compliance by all States Parties with the provisions of the treaty and the obligations arising from it, as well as the need for the implementation by the States Parties, in a transparent, balanced and irreversible manner, of the conclusions of the 1995 and 2010 Review Conferences, relating to nuclear disarmament and the definitive cessation of all forms of testing of these weapons.

Morocco deplored that the main objectives set during these review conferences have not been achieved and warned that the erosion of confidence in the foundations of the non-proliferation regime constitutes a source of concern for the Kingdom and for the entire international community.
