Speaking at a panel, moderated by Filippo Grandi, United Nations High Commissioner for Refugees, and Amy Pope, Director-General of the International Organization for Migration (IOM), on the sidelines of the 2nd Global Refugee Forum (Geneva, 13-15 December), Mr. Omar Zniber, Ambassador, Permanent Representative of the Kingdom in Geneva, stressed that border management is not and cannot only be a security or political issue.
It carries with it the imperative to promote and protect the human rights of people on the move, particularly the most vulnerable, including migrants and refugees, the diplomat said.
As part of this panel, Morocco, host of the Marrakech Global Compact on Migration, presented its framework of procedures for ”Humanized Border Management”, as a humane, pragmatic and tangible approach to better deal with mixed movements. This innovative concept places respect for the rights of migrants and refugees and the principle of non-refoulement at the very heart of migration governance.
The event provided an opportunity to revisit the commitments made by UN Member States towards refugees and migrants, following the adoption of the 2016 New York Declaration on Refugees and Migrants, which provided the impetus for the Global Compact on Refugees and the Global Compact for Safe, Orderly and Regular Migration.
While recognising that refugees and migrants are two distinct categories governed by different frameworks, the implementation of both compacts remains essential to address modern challenges of human mobility, particularly in the context of mixed movements, Mr Zniber stressed.
The Global Refugee Forum 2023 opened on Wednesday, with the participation of a Moroccan delegation representing several relevant sectors, with the aim of mobilizing the international community to raise funds to address the growing refugee problems around the world.
During this forum, numerous actions are organized by the Moroccan delegation, including a panel, on Wednesday, on the inclusion of refugees, migrants and asylum seekers in national health systems.
