On January 3, the Kremlin’s website published a message that the leaders of China, Russia, Britain, the United States and France issued a statement to prevent nuclear war and prevent war between countries possessing nuclear weapons. It was planned to publish the statement on the occasion of the beginning of the X Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons. The event was supposed to open on January 4 in New York, but it was postponed due to the worsening epidemiological situation in the United States.
“The five nuclear powers want to prevent the further proliferation of atomic weapons. This happened ahead of the review conference on the Treaty on the Non-Proliferation of Nuclear Weapons, which is to be held this year and is coordinated by France. According to the Sipri Stockholm Peace Research Institute, there are currently about 13,080 nuclear weapons in the world. This is about 320 units less than a year ago. However, the number of warheads deployed in the troops has increased, writes Sipri in his 2021 report, ”notes Spiegel.
“A joint statement by the five of the Security Council is rare: the five nuclear powers have already confirmed their will to act against the further proliferation of nuclear weapons,” admits the Tagesschau TV news service. – Relations between Russia and the United States are now extremely tense due to the Ukrainian crisis. The Russian government announced that the joint UN statement was adopted on the initiative and with the extremely active participation of Russia. This joint statement by the leaders of the nuclear five countries on the prevention of nuclear war and the prevention of an arms race at the request of “RG” was commented by the German political scientist Alexander Rahr:
“- I think this is a unique, even surprising statement, since in recent years the permanent members of the UN Security Council – Russia, the United States, China, Great Britain and France – have been in a permanent quarrel. The psychology within the Security Council is such that individual members of the “five” did not want to agree, to recognize the strength or rightness of the other side. And then everyone suddenly came to an agreement, signed a joint statement and spoke in the spirit that it is necessary not only to fight for the further non-proliferation of atomic weapons, but also to say that an atomic war is impossible in principle. In my opinion, this is in many ways a signal to those insane representatives of all kinds of “think tanks” who in recent years and months have promoted the idea that a local, limited nuclear war can occur and, moreover, it can even be won. The leaders of the permanent “five” of the Security Council have dotted the “i” s.
And it’s not just about nonproliferation issues. And in the very fact that, apparently, there is a dialogue within the “five”, cooperation is outlined in other spheres as well. That is, the psychology of this joint statement is even more important than its content. It also paves the way for discussion of the initiatives of Russian President Vladimir Putin on the foundations and foundations of the future multipolar world. The unipolar world is leaving, and it is leaving painfully, because the West does not want to let it go. But everyone understands that this is impossible. And Moscow’s proposal to restart negotiations with the West on a global security strategy may also be crowned with some success against this background. Apparently, everyone understands the importance of the moment and the need for dialogue. Russian diplomacy played right here. But I can say that the American one played right, too, since US President Joe Biden did not go to the whipping up of new conflicts, to banning Nord Stream 2, and so on. In my opinion, he is ready to negotiate, and this is definitely a positive moment.
It is noteworthy that immediately after the statement of the Five was published, German Chancellor Olaf Scholz announced that he was also ready to join the dialogue with Moscow. Officially, nothing has been said about this yet, but unofficially in Berlin they say that Scholz would like to meet with President Putin in January to start a conversation.
