Before that, in June 2022, Conclusion No. 08/KL-TTr of Inspector of Gia Lai province pointed out mistakes in the procurement of 13 projects, information technology application software that the Department of Education and Training assigned as the investor by the People’s Committee of Gia Lai province.
Specifically, the procurement of EDM digitizing and data management software system occurred with an error of more than 1 billion VND, including overpayment of 17,700 data pages and the application of an incorrect unit price for the actual work content amounting to more than 570 dollars. million dong, the content of document editing is more than 458 million dong.
For the software for admission to class 10 in 2018, the Department of Education and Training of Gia Lai province has checked and accepted, paid without the software, the amount of wrongdoing is 670 million VND; library management software Master Lib purchases duplicated those of 19 schools in the province, wasting more than 140 million VND for the budget.
Regarding the exam bank management software in 2020, actually provided the Master Test CD-Client version for 17 Education and Training Departments, but the Department paid the price of the Master Test software-Server version with a difference of 464 million copper.
Currently, most units do not use this software.
Besides, Department of Education and Training of Gia Lai province have not yet carefully surveyed the actual use needs of the units; some projects are not allowed to publicize contractor selection results according to regulations; many documents are signed but not accented; many software cannot be updated and aggregated, causing affiliated units to use it in parallel with old software.
The Gia Lai Provincial Inspectorate proposed the Provincial People’s Committee to review, consider and handle the responsibilities of the Directors of the Department of Education and Training in the period 2017-2021; at the same time, requesting the Director of the Department of Education and Training to be responsible for recovering the total amount of violations of more than VND 2.37 billion and remitted to the State budget; organize the review, consideration and handling of responsibility for organizations and individuals involved in violations in the process of management, administration and performance of tasks.

Mr. Nguyen Tu Son held the position of Director of the Department of Education and Training of Gia Lai province from April 2018 to October 2020.
