More than a definitive program, Giorgia Meloni proposed an approach, a speech and “above all a philosophy”, in the words chosen by the President of the Council of Ministers of Italy. At the Italy-Africa summit, which was held on Monday January 29 in Rome, Ms. Meloni presented the main directions of her plan to support development on the continent, illustrating it with “pilot projects” in nine countries. Named in honor of Enrico Mattei (1906-1962), the founder of the national hydrocarbon company ENI, the plan that the president of the council had announced from the very first days of her mandate, in October 2022, however, remains to be implemented. build. The meeting in Rome, which brought together twenty-five African heads of state and government, was, in fact, presented by the Italian side as the first stage of a long journey.

In the presence of the President of the African Union, Azali Assoumani, Ms. Meloni repeated the principles which, according to her, should lead to a new form of cooperation. They boil down to relationship watchwords ” equals ” and of “non-predation”. Since coming to power, from official visits to major international meetings, Giorgia Meloni has continued to hammer home her vision of what relations between Europe and Africa should be, always taken as a whole. The grand design that it intends to put forward thanks to the presidency of the G7 ensured by Italy in 2024 consists of encouraging investments in the African countries of departure and transit of migratory flows, the declared ambition being to combat, term, the root causes of the phenomenon. Furthermore, while promoting legal avenues of access to immigration, Ms. Meloni intends to make the Italian peninsula a « hub » energy between African resources and European markets.

Repeated many times, this vision, developed again on Monday by the president of the council, was broadly supported by several guidelines supposed to be followed by the Italian government and its partners. Giorgia Meloni spoke about education and professional training, agriculture, health, energy and access to water, describing a series of projects, such as the establishment of a “agri-food center” in Mozambique, the digging of wells in the Republic of Congo, participation in a water purification program in Ethiopia and the development of the biofuels sector in Kenya.
