Lawyers for Rudy Giuliani plan to rely on several former top advisers to Donald Trump as witnesses at an upcoming Washington, DC, attorney disciplinary hearing for Trump’s former attorney.

Giuliani’s list of witnesses includes the former New York City mayor himself, along with other notable names connected to the former president’s attempt to challenge his 2020 election loss in court. They include Peter Navarro, Corey Lewandowski, Jenna Ellis and Pennsylvania Republican gubernatorial candidate Doug Mastriano, according to a Friday presentation at the proceedings.

The DC Bar’s Office of Disciplinary Counsel, which brought an ethics case against Giuliani as a member of the DC bar, says he was pushing baseless voter fraud allegations in Pennsylvania federal court on Trump’s behalf.

In oral arguments in the lawsuit filed days after the 2020 election, Giuliani claimed, without evidence, that the “best description of this situation is widespread voter fraud throughout the country of which this is a part.”

The disciplinary filings allege that Giuliani sought to “take advantage of the legal rejection of two ballots by unsued counties to invalidate up to 1.5 million votes already counted.” The DC Bar also charges that there was “no legal basis” for the constitutional claims Giuliani pursued in the Pennsylvania litigation.

The disciplinary office proceeding, called a charge, further jeopardizes Giuliani’s status as a lawyer. An upcoming hearing in December will be similar to a trial and will take place before a committee that will make findings and could make recommendations for potential professional sanctions for Giuliani, a former federal prosecutor. Giuliani had already been suspended from the practice of law by the New York bar association, as that office also investigates his voter fraud efforts on Trump’s behalf in court.

The DC Court of Appeals has ultimate authority over bar association disciplinary proceedings, and the court reviews and approves any disciplinary action that includes the suspension or disbarment of an attorney accused of misconduct.
