For the second time in its recent history, Bulgaria will have an acting prime minister who is also foreign minister, after President Rumen Radev signed the decree on Monday appointing Dimitar Glavchev as the first diplomat.
11 years ago, the two posts were combined by Marin Raykov,
who, however, was a career diplomat
and his appointment by President Rosen Plevneliev at the head of the official power then found him in our embassy in Paris.
Thus, the “return” of the former Acting Foreign Minister Stefan Dimitrov turned out to be only for the weekend. On Friday, Dimitrov explained that he and Glavchev established communication and agreed to stay, for now. And on Saturday, the acting prime minister announced that he had proposed to the president to appoint him to this post as well, after Radev refused to allow GERB deputy chairman Daniel Mitov to take over Vutsno. Mitov himself wrote a letter that he no longer agrees to be proposed, so as not to become a bone of contention and a reason to claim that party appointments are made in the cabinet.
Glavchev will probably be prime minister and foreign minister for a long time. This is how the words of GERB leader Boyko Borisov sounded last night before sympathizers in the Vazrazhdane area of the capital.
On the eve of the election campaign, Borissov is already visiting the party structures in the country every day.
We won’t do anything with them. Either they will stop changing or these caretaker governments may last a long time. To understand that the elections must be worked in partnership, said Borisov at the address of PP-DB.
They don’t have the courage to say that they are responsible – “because of arrogance, self-love, posts, travel broke the regular government”, he said to yesterday’s partners. They cannot be guilty and must find someone else – preferably GERB and Borisov, the leader explained. according to him

But he didn’t guess what formations they wanted.
Borisov denied what was said a few days ago in an interview by Academician Nikolay Denkov – that the DPS leader Delyan Peevski also came to some of their first meetings on the upcoming rotation.
“It’s as if we are appointing Borisov as foreign minister”, commented the BSP leader Kornelia Ninova yesterday. Because, according to her, both Dimitar Glavchev and Daniel Mitov were bright faces of GERB, which means that “GERB will conduct the elections abroad”.
Borisov himself, however, commented a day earlier that Glavchev did not know what he was doing. He reminded that in regular governments, the prime ministers still have the support to govern with a “scale” and with “at least 100 deputies in the parliament”.
All the responsibility for the elections is on me –
whether it will be abroad, whether it will be in Bulgaria, the important thing is to have fair elections, the caretaker prime minister explained his decision. He did not look for more names, because it was difficult to find non-party-affiliated ones. “This is not a casting for foreign ministers and I can’t take them out of my sleeve”, motivated Glavchev. And Stefan Dimitrov could not be left in the Ministry of Foreign Affairs, because the trust between the two of them was destroyed. And it was like the soul – “once it leaves, there is no return”.
President Rumen Radev did not hide that he is not a fan of the idea. He called her “avant-garde” as early as Sunday. I advised him to research things a little more because it seems to me that he still
does not yet know s what did he do as prime minister not to speak for the external
Ministry, he commented and invited Glavchev to a meeting on Monday morning. However, the Prime Minister did not go, but instead at 10 a.m. he officially sent him his offer to become a minister as well. An hour later, somewhat surprisingly, Radev signed it.
“I have no explanation why the prime minister wants to be foreign minister as well. Dimitar Glavchev, with all my respect, because we were opponents in politics, is not ready for such a position. I could not be foreign minister, and I tell myself that.
He must have another ambition”, commented ex-president Georgi Parvanov. According to him, it was not a shortage of diplomats, but rather that Glavchev was unable to find another solution in these complicated relations between him, the “assembly” and the president. Parvanov also warned that the two deputy ministers are now also external to the system. And former minister Ivaylo Kalfin announced the decision as a mockery of our diplomatic service.
As deputies in the Ministry of Foreign Affairs, Glavchev has already appointed the former tsarist deputy Maria Angelieva and colonel Nevyana Miteva, who was appointed vice president of Prof. Anastas Gerdzhikov from GERB in 2021.
Deputies can be four,
as was the case with Ekaterina Zaharieva (in the 3rd cabinet “Borisov” – b.r.). Experts comment that this could be a solution for a good organization of the vote abroad. Regardless of whether Glavchev will fill the quota, in reality the main work is the special group “Elections”, the creation of which Stefan Dimitrov has already set in motion. It is usually headed by the permanent secretary of the ministry – Ivan Kondov, together with our ambassador to Azerbaijan Kalin Anastasov. Their team has successfully organized elections abroad for the past 4 years.
Otherwise, the reconciliation of the two posts happened often at the beginning of the 20th century, as well as by Vasil Kolarov after the death of Georgi Dimitrov in 1949.
In our most recent history, 2 in 1 was only Marin Raykov in 2023. And the most interesting thing happened at the end – in his capacity as foreign minister, Raykov proposed to himself as prime minister to ask Plevneliev to appoint him as ambassador to Rome. He spent 5 years there, then headed the mission in London.
At the moment in the world, in only 3 countries the prime minister is also the foreign minister – Fiji, Samoa and Qatar.
