Global Corruption Index 2023: Israel’s Drop in Ranking and the Fight for Democracy

Transparency International (TI) publishes today (Tuesday) the “Global Corruption Index” for 2023. The score given to Israel this year dropped from 63 to 62, and as a result it dropped two places in the ranking. This, after in the previous index there was a jump in the score given to Israel and its position in the world ranking, for the first time since 2016.

The index deals with the connection between governmental corruption and a weakened legal system subject to political influences. He highlights the connection between the level of corruption and judicial review of the government, prevention of corruption through independent gatekeepers, protection of human rights and free communication.

In first place is Denmark with a score of 90, followed by Finland with 87 points, and New Zealand with 85. Among the 38 OECD countries, according to the index, Israel is placed in 23rd place, and among all the countries measured – in 33rd place. The average score among all the countries tested is 43, below the defined “red line” – a score of 50. At the bottom of the index stands Somalia with only 11 points. Slightly above it are Venezuela, Syria and South Sudan with a score of 13 and Yemen with a score of 16.

Judge (retired) Neely Arad, chairman of the International Transparency Association Israel – Shabil, said upon the publication of the report: “The increase in the 2022 index reflected the governmental conduct in Israel that year, as a liberal democracy, while ensuring a strong and independent judicial system, protection on the gatekeepers and free communication. There was a fundamental change in this governmental conduct in 2023, when its main manifestation was in the actions of government officials to weaken the independence of the judicial system and to undermine the status of gatekeepers.”

“An in-depth examination of the results of the 2023 index shows that the civil struggle to protect against damage to the existence of essential democracy prevented a more significant decrease in Israel’s score in the index for this year,” she added. “We must therefore make sure that the fundamental values ​​of essential democracy in Israel are protected from harm in general, and especially with regard to the independence of the judicial system. In this way, Israel’s deterioration towards the countries perceived as corrupt – such as Hungary, Poland and Turkey – will be prevented.”
