Gochang-gun supports dog breeding farm owners to relocate or close their businesses. Gochang-gun will invest 845 million won in the new year to support the relocation and closure of dog breeding farms.
According to the ‘Dog Meat Breeds Act’ enacted last year, breeding, slaughter, distribution, and sale of dogs for human consumption will be prohibited from February 7, 2027. Industries currently operating for the purpose of eating dogs are required to change or close their businesses by the time of the ban.
The amount of support for relocation or closure of a dog breeding farm is up to 600,000 per dog, and the sooner the business closes, the larger the amount of support that can be received. If there are violations of the Building Act, Livestock Manure Act, or Farmland Act, support will be excluded or reduced.
In addition, when a dog breeding farm owner closes his business, the remaining value of the facility is calculated and supported through an appraisal, and the local government handles the demolition.
Gochang County Mayor Shim Deok-seop said, “We will make every effort to achieve a complete end to the use of dog meat within the deadline,” and added, “After February 2027, when the grace period for the end of the dog meat use law expires, we will establish an inspection team to ensure that it is implemented without a hitch.” “We will organize and thoroughly crack down on it,” he said.
Meanwhile, Gochang-gun announced on the 3rd that it received notification of management investment screening (Gyeongtu Sim) and project participation for the ‘Gochang Terminal Urban Regeneration Innovation District’ candidate site from LH (Korea Land and Housing Corporation) at the end of last year. With the completion of working-level consultations following LH’s participation, a sense of speed has been added to the project.
LH Corporation plans to conclude an implementation agreement with Gochang-gun after completing the housing investment review (main review) by March. In the future, the financial burden can be alleviated by jointly implementing the apartment complex with LH Corporation.
In particular, in the process of consultation with LH Corporation, a change in the business plan to separate the complex terminal facility and apartment complex was confirmed considering future business feasibility (profitability) and maintenance, etc.
Initially, when the Gochang Terminal Innovation District project business plan was announced (December 2023), it was intended to build an 18-story residential complex including terminal functions on the terminal site.
The Gochang Terminal Innovation District is the Ministry of Land, Infrastructure and Transport’s urban regeneration national pilot district that was selected as the nation’s first public offering project by the Corps Committee in December 2022.
The total project cost was 177.7 billion won, including government funds, and focused on creating jobs for young people, providing residential conditions for the young population, and developing new organic growth industries in Gochang to revive the declining local economy around the terminal.
Gochang-gun is pursuing the design of a temporary terminal construction project for public architecture review and relocation of the existing terminal through a design contest with the goal of starting construction in January 2026.
