Google has taken over development of a massive data center campus in southeastern Wyoming after construction delays and cost concerns under original developer Crusoe, acquiring a site that anchors one of the largest infrastructure investments in the state’s history according to TechCrunch.
Google announced plans to invest $17 billion to build out the campus. Crusoe — an eight-year-old, Denver-based data center developer valued at $30.9 billion — sold the site.
Originally designated as Project Jade, Crusoe partnered with Tallgrass Energy in July 2025 as detailed by Startup Fortune. The facility has since been renamed Project Tembo and shifted entirely to Google’s control through its subsidiary Jupiter Star Holdings, LLC noted Data Center Dynamics.
Steve Waller, Google’s vice president of global infrastructure and energy, stated: We are committed to working with the community to build the data center the right way.

American Electric Power Manages Solid Oxide Fuel-Cell Development
The sprawling 716-acre site in Laramie County near Cheyenne according to Yahoo Finance reporting relies on an energy arrangement anchored by a 702-megawatt solid oxide fuel-cell development reported Data Center Dynamics. American Electric Power is managing that generation plant through its Cheyenne Fuel Cell LLC subsidiary — in which AEP owns about a 92 percent stake noted Yahoo Finance — utilizing Bloom Energy units according to Data Center Dynamics. Dating back to November 2024, the procurement framework for the Cheyenne initiative was established when Bloom Energy and AEP finalized an accord encompassing up to 1 gigawatt of solid oxide fuel-cell hardware.
Google committed to a 20-year take-or-pay contract with AEP, meaning the tech company pays for the generated power whether it uses it or not according to Yahoo Finance. AEP expects earnings contributions from the plant in 2027, with full service targeted for December 2028 noted Yahoo Finance. Additional electricity will be drawn from gas generators operated by Tallgrass Energy and Black Hills Energy, with Black Hills service scheduled to start in late 2027 and ramp to peak demand by 2030 according to Yahoo Finance.
To address environmental concerns, the project incorporates carbon capture and storage technology designed to store emissions underground at Tallgrass Energy’s regional Eastern Wyoming Sequestration Hub reported Data Center Dynamics.
Google stated that the facility will employ an air-cooled system to minimize strain on local water resources according to Data Center Dynamics. Google committed to paying for 100 percent of the power used at the site noted Yahoo Finance.
Crusoe Completes Pre-Development Work on the Wyoming Site
The transition follows months of tension between Crusoe and its financial backers over construction timelines and ballooning costs reported TechCrunch. Crusoe co-founder and CEO Chase Lochmiller noted that the acquisition marks the completion of the company’s pre-development work on the site.

Lochmiller added that the company remains active in large-scale AI infrastructure, maintaining over six gigawatts contracted and more than 40 gigawatts in its pipeline stated Crusoe. Despite losing the Wyoming asset, Crusoe continues developing another data center for Google in Armstrong County outside Amarillo, Texas according to Crusoe. Alongside its $3.9 billion funding round in September, Crusoe welcomed three new board members, featuring JB Straubel—the Tesla board member and Redwood Materials founder who had backed Crusoe financially back in 2021.

Cheyenne has rapidly emerged as a primary hub for hyperscale infrastructure. Microsoft broke ground on a campus in the area in August 2025 and is seeking additional land, while Meta operates a large-scale data center nearby reported Data Center Dynamics. Related Digital broke ground on a $1.2bn data center project for CoreWeave in October 2025. Google expects its multi-billion-dollar campus to generate substantial tax revenues for Laramie County and School District 1 once construction is fully completed by 2031 noted Data Center Dynamics.
