Government commission approved the first two sites with free access

The government commission to determine the list of socially significant sites began to approve resources, access to which operators must provide subscribers even with a negative account balance, a representative of the office of Deputy Prime Minister Dmitry Chernyshenko, who heads the commission, told Vedomosti. So far, the list includes two resources – the Gosuslug website and the Vkontakte social network.

“On Wednesday, January 26, a meeting of the government commission was held, at which a list of socially significant sites was approved. So far, this list includes only two resources out of 391 that were on the pilot list — the Gosuslug website and the Vkontakte social network,” Olga Barinova, a representative of the secretariat of the relevant Deputy Prime Minister Dmitry Chernyshenko, told Vedomosti.

According to her, a particular site can be considered socially significant if its traffic is at least 5 million users a day, and also if it contains at least five thousand accounts of government agencies, as well as accounts of state media and major Russian TV channels.

Information about this was confirmed by the press service of the Ministry of Digital Development, Communications and Mass Media.

We are talking about including full versions of sites in the list, with the ability to play videos, with the exception of videos from foreign services, such as Youtube, the representative of the Ministry of Digital Development specified.

In the future, the commission will approve the inclusion of other sites in the list, Alexander Khinshtein, a member of the commission, head of the State Duma Committee on Information Technologies, said on his Telegram channel.

“We agreed that at the next meeting of the commission we will discuss the possibility of including Odnoklassniki in the list, and also determine the list of government sites,” the deputy wrote.

“The monthly audience of VKontakte is more than 70 million Runet users. Therefore, providing free access to the social network as a socially significant resource is a logical and consistent step for the development of the Internet and for digitalization,” commented a representative of the owner of the social network, VK Group, on the decision of the government commission.

At the beginning of 2020, Russian President Vladimir Putin came up with the idea of ​​providing citizens with free access to some Internet resources. In the spring of last year, the government determined a pilot list, which included almost 400 sites, including the Vkontakte social network, Yandex resources, the sites of the largest domestic media and marketplaces.

Representatives of Beeline and Rostelecom at the time of publication did not respond to a request from Vedomosti about the decision of the government commission, the press service of MegaFon refrained from commenting. “We are getting ready to implement the Accessible Internet project. Some of the technical issues will require clarification and elaboration, ”an MTS representative told Vedomosti.

The composition of the government commission to determine the list of free socially significant sites was approved in December last year. It is headed by Deputy Prime Minister Dmitry Chernyshenko and consists of 30 participants. Among its members are the head of the State Duma Committee on Information Policy, Information Technologies and Communications Alexander Khinshtein, the Minister of Digital Development, Communications and Mass Communications Maksut Shadayev, his deputies Bella Cherkesova and Dmitry Kim, the head of Roskomnadzor Andrey Lipov, Deputy Minister of Justice Maxim Beskhmelnitsyn, Deputy Head of the Federal Antimonopoly service Pyotr Ivanov.
