According to the Office for Government Policy Coordination on the 21st, based on the results of the last on-site inspection, the Ministry of Land, Infrastructure and Transport plans to select and intensively crack down on 155 workplaces suspected of extorting unfair money from tower crane operators, intentional delays in work, and illegal subcontracting. For illegal subcontracting, etc., a separate enforcement manual is prepared and distributed.
The Ministry of Employment and Labor separately selects 150 construction sites suspected of violating the law and conducts intensive crackdowns on all violations of basic labor order, such as forced hiring and non-payment of wages.
The National Police Agency has targeted violent acts at construction sites, such as extortion, obstruction of business, and coercion of employment, which have been confirmed as major illegal cases through intelligence information since last March. However, special crackdowns are also being carried out on illegal acts such as poor construction and illegal subcontracting. is planned to be promoted.
In particular, the government plans to increase the effectiveness of crackdowns by forming working-level consultative bodies in each of the five major metropolitan areas to establish an organic cooperation system between ministries in the field.
In addition, as a result of the last on-site inspection, it was confirmed that forced monthly fees and illegal hiring practices have significantly decreased in the field.
According to the results of a recent comprehensive survey of member companies by the Ministry of Land, Infrastructure and Transport, the number of cases of receiving monthly fees and overtime allowances and the amount paid have decreased sharply. Compared to the previous year, the number of monthly stipend recipients decreased from 1,215 to 72, and the amount paid decreased from 7.1 million won to 3.81 million won.
As a result of the Ministry of Employment and Labor’s autonomous construction site inspections (1,000 locations) and on-site inspections (50 locations), no cases of direct violations of the Employment Procedure Act were confirmed.
The number of construction site illegal offenders currently being investigated by the National Police Agency is 91, and compared to the total of 4,829 people sent during the ‘construction site special crackdown period’ last year, illegal activities have decreased significantly.
However, according to the Ministry of Land, Infrastructure and Transport’s last survey of construction member companies, 285 illegal acts were still reported by 45 companies. There were 250 cases (87.7%) of forced overtime and monthly fees, and 30 cases (10.5%) of intensive complaints and rallies to force hiring.
During on-site inspections by the Ministry of Employment and Labor, there were cases where it was suspected that concentrated complaints were being filed for recruitment purposes at some sites. At construction site A, union B filed a total of 40 complaints (over 3 months), including violations of the Sanctuary Act and the Air Quality Act, and later withdrew the complaints after reaching an agreement with management to hire some union members.
First Deputy Minister of State Park Gu-yeon said, “Illegal activities on site have been greatly reduced due to the government’s efforts, but illegal activities are still being confirmed at some workplaces.” He added, “The government will not conduct inspections for show but will completely eradicate illegal activities at construction sites.” “Until then, we will ensure that the rule of law is completely established through continuous and strict law enforcement against illegal activities.”
