Government Council approves draft law on industrial acceleration zones

Rabat – The Government Council approved, on Thursday, draft law No. 56.23, repealing article 43 of law No. 19.94 relating to export free zones.

Presented by the Minister of Industry and Trade, Ryad Mezzour, this project takes into consideration the provisions of Article 3 of Framework Law No. 69.19 on tax reform, as well as the provisions of Law No. 03.22 forming the Investment Charter and its implementing texts which provide for a support system to encourage investment, indicated the Minister Delegate in charge of relations with Parliament, Government Spokesperson, Mustapha Baitas, during a press briefing following a meeting of the Government Council.

This investment incentive involves the granting of “common” bonuses in favor of investment projects, in accordance with criteria defined by a regulatory text, additional “territorial” bonuses for investment projects carried out in the region, provinces and prefectures, as well as “sectoral” bonuses granted to investment projects carried out in priority sectors of activity, added Mr. Baitas.

This project aims to repeal the provisions of Article 43 of Law No. 19.94, which stipulates, he said, that the advantages granted under this law are “exclusive” and cannot be combined with other advantages provided for by another law in terms of investment encouragement, in order to dispel any ambiguity in this regard and to ensure consistency between the legal texts in force.
