O fiscal deficit of the federal government should be R$ 145.4 billion in 2023, according to the Revenue and Expenditure Assessment Report for the 3rd bimester, released this Friday, the 21st. The data presented by the Ministry of Planning and Budget indicate that the negative balance represents 1.4% of the Gross Domestic Product (GDP). The value is R$ 9.2 billion higher than the estimate released in May. At the time, the projection was for a deficit of R$ 136.2 billion. According to the economic team, expenses grew by R$ 3.2 billion in relation to the limit established by the spending ceiling. With this, the government must block the value in discretionary expenses. The change in forecast was driven by an increase of BRL 7.2 billion in expenditure projections and a reduction of BRL 2 billion in revenue estimates. The government’s agreement to offset tax collection losses by states and municipalities due to the end of the Tax on Circulation of Goods and Services (ICMS) on fuels was responsible for the increase in forecast expenditures. The agreement amounts to R$ 4.6 billion. The revenue part was impacted by the revision of the wage bill, which had a drop of R$ 9.3 billion.
