It is a decision of the Council of State which makes the government cough. At the end of September, the highest French administrative court ruled in favor of a 22-year-old student. The young man contested the limit set by France on the quantities of tobacco that an individual can legally bring into the national territory from another country of the European Union.

The judges have ruled: the Prime Minister has until the end of March to issue a decree aligning the French quotas at a minimum with community rules. A 2008 European directive sets the minimum threshold within the common market: 800 cigarettes (four cartridges), 400 cigarillos, 200 cigars and one kilo of tobacco. That is to say, exactly four times what is permitted by French customs since a 2020 decision.
