Government regulated alternative modality to compulsory military service

The Government regulated the alternative to compulsory military service with the issuance of Decree 1079 of 2024, which approves the Social Service for Peace.

This modality, aimed at young people between 18 and 24 years old, offers a different option to contribute to the construction of peace in Colombiafulfilling one of the key campaign promises of President Gustavo Petro Urrego.

This Social Service for Peace, based on Law 2272 of 2022 on Total Peace, will be an alternative that will allow young people to provide a service for 12 months.Participants will receive financial recognition equivalent to 80% of the current legal monthly minimum wage, that is, approximately $1,067,000.

Structure and modalities of the Social Service for Peace

The Decree establishes six main approaches that will guide the activities of the participating young people, aimed at respect for ethnic, gender and sexual diversity rights, as well as the promotion of interculturality, territoriality and a differential and intersectoral approach.

Within this framework, eleven specific service modalities have been designed, each aimed at strengthening key processes for peace and social development in Colombia. These include:

Digital literacy in rural and urban areas.

I work with victims of armed conflict, promoting the defense of human rights and international humanitarian law.

Support in the implementation and compliance of the Peace Agreements.

Promotion of public policies that foster peace, reconciliation and non-stigmatization.

Protection of nature, including biodiversity, water sources and strategic ecosystems.

Promotion of ethnic, cultural and territorial peace.

Care and protection of people with disabilities and elderly people in vulnerable situations.

Support for comprehensive rural reform.

Guardian of tangible and intangible cultural heritage.

Assistance to people affected by natural disasters.

Promoting education and activities in risk management and climate change.

Selection process and benefits

The Technical Committee of the Social Service for Peace, composed of representatives of various ministries and government agencies, will be responsible for annually defining the quotas available for this modality. The young people who are selected will receive, in addition to financial compensation, a certificate proving the definition of your military status, a certificate of first employment and all additional benefits of compulsory military service.

Funding for this programme will come from the General Budget of the Nation, specifically allocated to the Administrative Department of the Civil Service.
