Government requested lifting arrest warrants against four leaders of the Sierra Nevada Self-Defense Forces

The National Government, through the Resolution, has officially recognized several representatives of the Self-Defense Forces of the Conquistadores of the Sierra Nevada (ACSN), an organized armed group of high-impact crime, to participate in the Socio-Legal Conversation Space with the National GovernmentThis space seeks to establish terms of submission to justice and advance the construction of peace in the territories where this armed structure is present.

The resolution refers to Sentence C-525 of 2023, issued by the Constitutional Court, which establishes the legal frameworks within which the President of the Republic has the power to carry out approaches and peace talks with armed structures outside the law. In this regard, the importance of these dialogues being in accordance with the rule of law and involving the participation of the relevant judicial authorities is stressed.

The measure is also based on Decree 1081 of 2015, which empowers the Attorney General of the Nation to suspend arrest warrants for members of these armed groups.provided that the necessary conditions for peace are met and the actions of the representatives are evaluated in each case.

On July 17, 2024, the ACSN formally requested the National Government to engage in dialogue under the supervision of the Peace Commission Council. In response, on July 22, 2024, a preliminary approach was made where the representatives who would participate in these conversations were identified.Among the recognized members are Fredy Castillo Carrillo, José Luis Pérez Villanueva, Loryn Emilio Pertuz Ballestas, and Orlando Pérez Ortega.who will act as spokespersons in the Socio-Legal Conversation Space.

Suspension of arrest warrants

As part of the process, the suspension of the arrest warrants for the members of the ACSN who will participate in the dialogues was requested, as authorized by Law 418 of 1997, extended by Law 2272 of 2022. The suspension will be effective for the duration of the dialogue process, thus guaranteeing compliance with the terms agreed between both parties.
