Governor Delivers Fiats to Notaries Public

The Governor of the State, Diego Sinhue Rodriguez Vallejoled the delivery of Fiats to notaries public, as a result of competitive examinations and homologation procedures of the notarial function.

A Fiat is the authorization granted by the Executive Branch of Government of each federal entity, by virtue of which it allows a legal professional to prepare public instruments that enjoy the legal presumption of truth and perform functions as a notary. In Guanajuato, the last Fíat was delivered in 2001.

This day, the State President delivered 15 Fiats of public notaries; of them, 11 for procedures of homologation of the notarial function and four for competitive examinations.

“We have to find a way to make it transparent and legal. It is something historic, not even a Fiat has been delivered for 24 years. You are notaries thanks to your ability, your effort and the people of Guanajuato who are the ones who give you the Fiat and the trust. Feel proud of this great achievement, because the best notaries, both men and women, come here, based on their own and academic merit,” said the Governor.

The Fiats of the opposition process will be for four public notaries in San Miguel de Allende, León, Celaya y Silao; the Fiats of the procedures for homologation of the notarial function will be for notaries in León, Salvatierra, Yuriria, Irapuato, Cortazar y Moroleon.

The holders who fulfilled the requirements provided for by article 12 of the Notarial Law for the State of Guanajuato and which supported the opposition exam to obtain a Notary Public Fiat are:

1)​Lic. Minerva Espínola Martínez. Holder of Public Notary Office number 7, residing in Silao, Guanajuato.

2)​Lic. Luis Alejandro Koelliker Arias. Holder of Public Notary Office number 16, residing in Celaya, Guanajuato.

3)​Lic. Manuel Silva Vega. Holder of Public Notary Office number 97, residing in León, Guanajuato.

4) Mr. Martin Alonso Martinez Perez. Holder of Public Notary Office number 6, residing in San Miguel de Allende, Guanajuato.

The holders who met the requirements provided for in article 23-C of the Notarial Law for the State of Guanajuato and who passed the knowledge exam for the homologation procedure to whom the Fiat was issued to exercise the notarial function, are:

1)​Lic. Brenda Torres Barajas. Holder of Public Notary Office number 102, residing in León, Guanajuato.

2)​Lic. Ivan Omar Plascencia Navarrete. Holder of Public Notary Office number 24, residing in Leon, Guanajuato.

3) Mr. Benjamin Rangel Alvarado. Holder of Public Notary Office number 4, residing in Yuriria, Guanajuato.

4)​Lic. Maria Belia Tinoco Martinez. Holder of Public Notary Office number 3, residing in Moroleon, Guanajuato.

5) Mr. Armando Antonio Jaramillo León. Holder of Public Notary Office number 2, residing in Cortazar, Guanajuato.

6) Mr. Mauricio Alberto Cortés Peña. Holder of Public Notary Office number 99, residing in León, Guanajuato.

7)​Lic. Patricia Valadez González. Holder of Public Notary Office number 71, residing in León, Guanajuato.

8)​Lic. Marcia Monserrat Alcaraz Olvera. Holder of Public Notary Office number 105, residing in León, Guanajuato.

9) Mr. Rubén Gasca Peña. Holder of Public Notary Office number 13, residing in Celaya, Guanajuato.

10)​ Mr. Antonio Aguilera Zuloaga. Holder of Public Notary Office number 15, residing in Irapuato, Guanajuato.

11)​Lic. Ana Cecilia Islas Ramírez. Holder of Public Notary Office number 7, residing in Salvatierra, Guanajuato.

The delivery of Fiats grants legal certainty to the beneficiaries of the exercise of the notarial function.

Notarial practice has a positive impact on the economy and society by offering certainty and legal security in transactions between individuals. The State must establish guidelines for an adequate organisation of notarial services and to ensure a diverse and sufficient offer, as well as an adequate number of notaries in relation to the population.

As of the date of the call, June 7, 2024, in the state of Guanajuato there were 232 Public Notary Offices and 44 auxiliary notaries.

Present at this event were Jesús Oviedo Herrera, Secretary of Government of the State of Guanajuato; Óscar Arroyo Delgado, President of the College of Notaries of the State of Guanajuato; Eduardo Bohórquez, Executive Director of Transparencia Mexicana; and Ricardo Vargas Navarro, Academic Secretary of the National College of Notaries of Mexico; in addition to state and municipal officials.
