What matters is the Constitution of India. The Supreme Court and the High Courts are constitutional bodies. The Judiciary will decide whether the Governor’s actions are right… or not… Governorship system is important.
Governors have a responsibility to play a role when reforms are being made to weaken institutions like the Lok Ayukta. Governors have to decide on it. Because governors are not rubber stamps. Under Article 200 of the Constitution, the Governor may declare that he has assent to a bill or suspends a bill or keeps it for the consideration of the President. The Supreme Court has made it clear that it is constitutional,” he said.
